The Accounts Payable Division of Finance acts as the Payment Control Center for the City. It is responsible for Check Printing, EFT and ACH Payment Processing, Wire Transfers, and Purchase Card Administration. The Division is also responsible for 1099 Reporting, the Unclaimed Property process, Vendor / Customer Management, Travel Authorizations, Audit Support, and Fraud Control.

The Department is seeking a highly motivated individual to assist with the management of the accounts payable process which includes working with departments to ensure timely payment to City vendors and maintaining/managing vendor records while continuously identifying ways to streamline efficiency. The ability to expeditiously handle numerous functions and responsibilities is critical. Attention to detail, accuracy and the ability to work with updated technology and systems is also fundamental. In addition, the ideal candidate will possess excellent communication and interpersonal skills and a solid understanding of accounting and financial principles. The ability to work in and with various systems and software to upload and transmit files is also important.

The ideal candidate must be able to manage their time effectively to meet deadlines and process transactions efficiently. The ability to prioritize tasks and manage competing deadlines is essential. The ability to analyze financial data and use critical thinking to resolve problems is a vital skill for this role.

Essential Functions

Essential Functions include but are not limited to the following.

Process Electronic Payment Files, Wire and Card Disbursements, and Print Checks from multiple applications.

Prepare Disbursement Reports for all Outgoing Payments.

Provide Customer Service Support for Citizens, Vendors, and Departmental Staff.

Assist with Vendor Management, 1099 Reporting, Unclaimed Property Reporting, and Freedom of Information Act (FOIA) Requests.

Assist with Disbursement Returns, Reissues and Cancellations.

Download, review, analyze and maintain data from multiple systems and platforms, prepare and disseminate reports to Senior Leadership, Auditors and External Stakeholders.

Proficiency in MS Office suite including Excel for data analysis in the performance of numerous tasks associated with the disbursement of various payment types from separate payment platforms.

Ability to work with and analyze large data sets.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a bachelors degree or equivalent.

Required:

A minimum of two to five years of experience in accounting or finance.

Information technology skills related to the management and transmission of data is preferred.

Work Schedule:

Monday – Friday, 8:30am-5:00pm

Signing Bonus:

This position is eligible for a one-time $5,000 signing bonus.

Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
