Summary You will serve as a Lead Quality Assurance Specialist (SHIPBUILDING) in the Quality Assurance (QA) Department, Hull/Structural Fabrication and Welding/Nondestructive Testing (NDT) Division, Code 350 of SUPSHIP. Responsibilities You will be responsible for the execution of all Quality Assurance (QA) program assessments, evaluations, audits trend analysis, and corrective actions associated with the assigned program functional area. You will be responsible for the planning, scheduling and execution of all elements of the NAVSEA mandated Contract Quality Assurance Program (CQAP). You will be responsible for leading/directing the efforts of QA Specialist assigned within the Functional Area/Process Audit Team Leaders area of responsibility by the QA Department Functional Area Manager. You will lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and occupational specialization. You will monitor and report on the status and progress of work, check on work in progress, and review completed work to see that the supervisors instructions on work priorities, methods, deadlines and quality have been met. You will plan, develop, organize, administer, evaluate, coordinate and implement a comprehensive CQAP designed to ensure that the Contractor meets its responsibilities for product and process quality ship construction, modernization, or repair work. You will recommend changes to current QA program objectives and practices, and initiate preemptive actions to mitigate possible negative impact. You will be responsible for the program planning for new or modified contracts including coordination of resource needs with the appropriate Program Coordinator for the assembly and coordination of a contract review team. You will be responsible for reviewing the results received from in-process inspections and statistical techniques that were used for evaluations. You will approve the appropriate corrective action based on the recommendations of the assigned Quality Assurance Specialist (QAS). You will be responsible for reviewing the recommendation/evaluations/status received from the assigned QAS in order to determine the need for a particular audit. You will be responsible for identifying corrective actions that need to be taken as a result of document reviews, evaluation, surveillance and audits. You will attend routine and special meetings for ship key events and other meetings such as critiques, fact-findings or quality problem resolution meetings. You will consult with SUPSHIP project office personnel and Contractor construction supervisors on quality related matters. You will be responsible for ensuring that designated document reviews are completed by the QAS. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector conducting quality assurance inspections, assessments, reviews, audits, or surveillance to ensure compliance with established quality controls for the maintenance, modernization, construction, or repair of surface ships or submarines.
