[Chesterfield County Government is seeking a Housing Programs Specialist to [be responsible for a wide range of Housing Choice Voucher (HCV) Program duties as it relates to; application intake, determination of program eligibility, recertification of participants, Housing Assistance Payment (HAP) contracts, and the inspection of units to govern Housing Quality Standards (HQS) for initial, interim, and annual program participation. The role will require considerable knowledge of Housing and Urban Development (HUD) and Virginia Housing (VH) regulations. We are seeking a HCV Housing Specialist with the ability to manage caseload documents and prepare accurate reports. Providing excellent customer service to individuals and families in Chesterfield County and Colonial Heights is always our priority. Perform other work as required.
[Successful candidate will possess a [bachelors degree in human services or related field with one year of experience in housing eligibility and case management and HQS housing inspections. A high school diploma, GED, or an associate degree with relevant experience will be considered, too. [Possess a fundamental knowledge of the Department of Housing and Urban Development (HUD) established housing quality standards and a general knowledge of Virginia code.Comprehensive knowledge of HCV program policies and procedures.Good clerical and administrative aptitude, organizational skills and proficient in mathematical calculations. Demonstrate strong proficiency in Microsoft Windows application to include but not limited to Word and Excel. Excellent verbal and written communication skills are essential and comfortable making public presentations. Self-starter with the ability to work independently with minimal supervision demonstrating the ability to perform a variety of tasks simultaneously and to plan, organize and schedule work to meet critical deadlines and performance measures. Ability to work independently with minimum supervision and work under pressure and with time restraints. Must exercise good judgment and make sound decisions according to HUD, Virginia Housing, and Chesterfield Countys policies and procedures. Ability to analyze problems and situations, and find appropriate solutions. Complete Rent Calculation training, NSPIRE/HQS Inspection training, and Fair Housing training within one year of hire. Promotes a positive image of the Chesterfield-Colonial Heights, DSS by establishing and maintaining to the greatest extent possible a viable and positive working relationship with residents, co-workers, local agencies, HUD, Virginia Housing and all collaborative agencies. Bilingual in English and Spanish preferred.
[Current valid drivers license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.Pre employment drug testing, FBI criminal background check and education/degree verification required.
