Summary This position is located in Mammoth Cave National Park, in the Facility Management Division. This is a MERIT Promotion position. Responsibilities Operates/oversees the operation of the FMSS system including, but not limited to asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation, and life cycle information. Assists in determining Asset Priority Index (API) ratings for all assets. Calculates and updates asset Current Replacement Value (CRV) using NPS-developed standardized methodology, working with cultural resource staff to determine heritage and unique CRV values. Manages the annual review, closeout, and setup of routine maintenance work orders for inclusion in the operational budget. Evaluates planned and actual costs of routine work orders and updates them as required. Reviews reports to prioritize asset needs and communicates project requirements to the facility manager. Collaborates with park staff in developing facility projects in the Project Management Information System (PMIS). Coordinates FMSS work orders and estimates for park-funded projects such as Cyclic, Recreation Fee, Repair/Rehabilitation, Housing, Concessions, Environmental Management, Transportation, and Line Item Construction. Ensures accurate and timely records are entered into FMSS databases by park staff. Develops business practices for entering required information to ensure accurate FMSS data reporting. Randomly selects and reviews work requests, work reports, and other information entered into the FMSS system for accuracy. Establishes a Quality Assurance/Quality Control program for FMSS to review, validate, and correct data. Provides support and guidance on all practical and technical aspects of FMSS database software used to track facility management functions. Implements, operates, and maintains the database to achieve park, regional, and departmental goals of reporting accurate and pertinent information regarding park maintenance and construction expenditures and needs. May serve as the Contracting Officers Representative (COR) on contracts. Requirements Conditions of Employment U.S. Citizenship required. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid drivers license is required. You will be required to submit a Motor Vehicle Operators License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid drivers licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Must be able to obtain Contracting Officers Representative (COR) Level One certification. Employee is required to enter cave environment, which, might include tight spaces, variant temperatures, radon exposures, and cave animals including bats. Qualifications All qualifications must be met by the closing date of this announcement-10/30/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either “full-time” (or “40 hours a week”) or “part-time” with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Inputs and extracts information in multiple software systems to support management priorities of the park. Compile and present data in spreadsheets to include fleet management, energy usage, work orders and major project work. Manages the facility management software systems such as Maximo, FBMS, CESS, and iQMS. Additional duties include Contracting Officers Technical Representative (COTR) on contract construction via inspection of the work for adherence to plans, specifications, schedules and contract documents; negotiation of construction contracts and modifications; interpretation of contract documents to resolve contractor questions with optimum engineering solution; reviewing submittals and shop drawings; approval of invoice payment; conducting pre construction conference, completion of daily inspections, and filing project completion reports. Reviews and evaluates requests for contract modifications and change orders and prepares cost analysis for change orders using engineering performance standards or other cost estimating methods. You must include hours per week worked. -OR- EDUCATION: Successful completion of a masters or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. You must include transcripts. -OR- Successful completion of a combination of experience and education as described above. To combine education and experience, first determine the percentage of experience held by dividing the number of months of qualifying full time experience possessed by 12 and then multiplying by 100. Then determine the percentage of qualifying graduate level education completed by dividing the number of credits completed by 36, then multiply by 100. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Employee is required to enter cave environment, which, might include tight spaces, variant temperatures, radon exposures, and cave animals including bats. Physical activities involve considerable walking, standing, bending, reaching, climbing, typing, moderate lifting and crawling in restricted areas during field surveys and inspections. The work requires specific, but common, physical characteristics and abilities, such as above average agility and dexterity. Incumbent may be required to travel to conferences or training outside of the park. Working Conditions: Work is performed both in an office and field setting with considerable travel within the park. Field conditions vary greatly with average temperatures ranging from single digits in the winter to 90 degrees in the summer. Occasionally may be required to work in harsh weather conditions such as storms and extreme temperatures. The work involves moderate risks or discomforts that require special safety precautions, (working around moving parts, carts, or machines; exposure to irritant chemicals, etc.). Incumbent may be required to use protective clothing or gear, such as hard hats, masks, coat, boots, goggles, or gloves. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service.
