The primary purpose of this position is: to serve as the Executive Officer for the Group Commander administering and directing the Group s executive support functions and to ensure that day-to-day operations comply with the policies of the Commander. Responsibilities Plans, organizes, and oversees the full complement of activities within the Group Commanders Support Staff (CSS). Plans, organizes and executes all Group information management and personnel activities. Manages Group Administrative office duties and related functions. Manages Group resources for executive support, services and activities. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: May be required to perform other duties in support of extended mission requirements based on the scope of the Group mission during times of conflict or staffing shortages; may have additional duties assigned to includethe375 Operations Group Unit Security Manager. The position is designated as a Testing Designated Position (TDP) under Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to a urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a Testing Designated Position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-07 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Which includes knowledge of organization, moderate to complex issues, program goals, missions, functions, administrative operations of the Wing and Group. Knowledge and skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of Group administrative and support program operations. Skill in applying the laws, regulations, policies and precedents which affect Group programs and related support Resources. OR EDUCATION: Successfully completed a Masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough Knowledge of organization, major issues, program goals, missions, functions, administrative operations of the Wing and Group. Thorough Knowledge and skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of Group administrative and support program operations. Knowledge of the laws, regulations, policies and precedents which affect group programs and related support resources. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. Knowledge of operating programs throughout the Group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs. Ability to plan and organize work, and communicate effectively both orally and in writing; Skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience.
