Job Description
MAIN FUNCTION:
Provides support for the Director of Payroll / Pensions in all Payroll / Pension functions and related duties to assure that the Payroll / Pension functions are processed according to all Arnot Health policies and government regulations. Serves as the go to person in the absence of the Director for the resolution of more complex issues.
DUTIES AND RESPONSIBILITIES:
1. Coordinates the processing of bi-weekly payroll which includes:
a) Time & Attendance Report edits for 2200 employees
b) Analyze / calculate the payment for the different “pay programs” offered by the Arnot Health including: 72 Hour Programs, Dual Rate Adjustments, Float Hours, Block Time, Call Pay, Charge Pay, ECF Rates, Boiler Room Adj., Respiratory Therapy Adj., EMS Teaching Payments, “Special RN Pay Program” plus, 3 page exception check list.
c) Set up and verify information for employee Direct Deposits.
d) Determine pay amounts/types for employees on Disability and Workers’ Compensation. Meet with employees to discuss payment options, deductions options, direct deposit options while on disability.
e) Process deductions: start, change and cancel voluntary deductions plus Child Support / Federal Levy payments and other Garnishments per government regulations.
Prepare vouchers for Accounting, reconcile check amounts to vouchers, forward checks to vendors. In addition, process:
-Tuition Reimbursements from the Education Department,
-Annual campaign for the United Way,
-Annual Christmas Club enrollments
-Set up Arnot Health and AMS repayments and forwarding the payment / balance information to the Patient Accounting Dept. and AMS Billing Office.
f) Process changes for W-4 (Federal Withholding) IT2104 (State Withholding)
g) Providing explanations to Accounting regarding the “PR bank reconciliation” and “monthly salary variances” needed for the finalization of the monthly financial statements.
h) PTO payoffs (includes the calculation of accruals and adjusting PTO bank hours in PR system.) and processing the periodic PTO “sellback” option.
i) Process HR requests including: calculation of payment for “additional” and/or “retro” dollars and adjustments to “Flexible Spending Accounts” deductions.
j) Collaborate with Department Heads and/or HR to clarify information submitted for payroll processing which is unclear or incomplete.
k) Field questions regarding Arnot Health Policy & Procedure relating to HR – PR.
l) Collaborate with outside agencies and provide them with accurate & timely information: i.e.
-Financial Institutions: for processing “verifications of employment” for loan applications,
-Dept. of Social Services: for the processing of Child Support Orders,
-Chemung County Sheriff’s Dept.: for verification / processing of garnishments.
-Internal Revenue Service: for processing of Federal Levy’s.
-Law Offices: for the processing of subpoenas.
-Federal Reserve Bank – for the processing of Bonds.
Collaborate with Accounting & Human Resources regarding the “Tuition Our Treat” and “Grant Stipend” Programs.
m) Process W-2 forms, field questions.
n) Prepares Compensation Reports for NYS Workers Compensation Board and Excess Workers’ Compensation carrier.
o) Maintain excel spreadsheets with information for the Controller and CFO.
2. Assists the Director in the administration of the Arnot Health’s Defined Benefit Pension Plan and the Troy Payroll with vendor ADP.
3. Is familiar with the Arnot Health’s Corporate Compliance Program and is responsible to perform in compliance with all applicable federal and state regulations and to report any non-compliant practices or conditions that may be discovered during the course of employment as directed by the Program.
4. Demonstrates the ability to organize, prioritize and adapt to changes in the job responsibilities.

11. EDUCATION:
High School graduate or equivalent. Basic computer skills required. Basic knowledge of Word and Excel applications required.
EXPERIENCE:
Minimum of five years preferred. Experience interacting & maintaining strong relationships with internal & external customers. Experience in coordinating workflows and maintaining an efficient and harmonious environment.
CARDIOPULMONARY RESUSCITATION (CPR) REQUIREMENTS:
No CPR required.
PHYSICAL DEMANDS:
Light physical effort. Typical office jobs.
EXPOSURE CATEGORY: Category III. Tasks that involve no exposure to blood, body fluids, or
tissues. And Category I tasks are not a condition of employment.
