Responsibilities
Provides servicing of fuel for all aircraft located at Phillips Army Air Field (PAAF) and transient aircraft utilizing PAAF.
All fuel issued shall be accounted for and recorded on DA Form 3643 (Daily Issues of Petroleum Products).
Fuel issued to transient aircraft shall also be accounted for and recorded on DD Form 1898 (AVFUELS INTO-PLANE Sales Slip).
Inspects and maintains refueling equipment in accordance with pertinent regulatory guidance.
Performs filter effectiveness and aqua-glo tests daily.
Receives bulk fuel deliveries, verifies quantities received and performs inventories of petroleum, oils and lubricants (POL) products as required by existing directives.
Provides transportation for transient aircrews to required destinations, e.g., lodging, rental car facilities, etc., as approved by the COR. Government operator’s permits shall be required for contractor employee’s operation Government vehicles.
Performs ground handling of transit aircraft mission and support equipment as required.
Provides assistance to crew members and passengers in the handling of individual baggage or miscellaneous cargo. (This cargo is not to be defined as cargo originating from a scheduled cargo flight.)
Maintains and inspects hangar and common shop areas:
Keeps shop, hangar and airfield areas orderly and picked-up.
Cleans (sweep) areas, maintains, inspects and employs hangar spill kits as needed.
Paints as needed for areas and equipment such as fire hydrants, fixtures, safety equipment and markings.
Inspects and replaces bulbs as necessary on the runway and taxiway lighting system. Trims foliage around each light fixture, wind indicator and Navigational Aids (NAVAID) to insure maximum visibility. Responds to alert signals (actual or trial).
Provides and services Foreign Object Damage (FOD) containers and perform FOD prevention activities for PAAF. Containers shall be placed on the main parking apron in an easily accessible area for use by crews.
Provides auxiliary power starting for Aberdeen Proving Ground (APG) assigned or transient aircraft.
Meets incoming aircraft upon notification. The contractor shall stand by for engine shut down or start and secures the aircraft in parking position.
Performs breaking action test on runway upon request.
Provides aircraft fire guard protection in compliance with established procedures.
Provides mowing, edging and trimming around obstacles and buildings for lawn areas around buildings. Maintains policing of trash and litter.
Provides snow removal for hangar and air traffic control tower access walkways.
Provides mowing around the perimeter of main runway and taxiway(s) to maintain the height of the airfield grass between 6 and 12 inches in accordance with AR 95-2, see attachment 4 for Ref. The contractor shall also reference for additional guidance Army TM 5-630, see attachment
Provides the following services to assigned aircraft as needed, and when requested to transient aircraft:
Clean interior of aircraft, wash exterior of aircraft, inspect and clean windshields and passenger windows.
Performs duties as detailed on checklist daily and at the end of the last shift.
Establishes grounding point areas when refueling of aircraft is performed off PAAF. Grounding and bonding methods shall be in accordance with ATP 4-43.
Performs scheduled operator and organizational maintenance on all Government furnished property to include but not limited to material handling equipment, ground support equipment, vehicles, and tools in accordance with applicable Army regulations and technical publications.
Alerts services personnel may be utilized as first responders in the event of an aircraft or airfield emergency.
Processes all DD Form 1898 (AVFUELS INTO-PLANE Sales Slip) and JP-8 receipts to be maintained for accountability by the Government.
Supports aircrew with mission equipment (fire bucket, aerial sprayer, etc.) removal from storage, hook-up and return to storage.
Maintains good housekeeping practices at all times and keep work area free of clutter to ensure safe emergency exit routes.
Qualifications
Employee shall possess a Class B-Commercial Driver’s License (CDL) with tank truck, air brake and HAZMAT endorsements.
Employee will have a recent experience in refueling civilian and/or military aircraft or experience refueling from a tank truck.
Employee must hold at a SECRET security clearance.
Work requires employee to operate government owned motor vehicles. Employee will possess a current driver’s license.
Employee may be required to work overtime or irregular hours as required by the mission.
Employee must be willing and able to travel on military and commercial aircraft.
Employee must excel working in a collaborative environment that focuses on excellence and customer satisfaction.
Employee must be a U.S. citizen, and the English language is the Contract language.
Able to lift and move up to 60 pounds.
