Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Manager (Product Lead Acquisition) is located in Aberdeen Proving Grounds, Maryland. Responsibilities Serves as Supervisory Product Lead for assigned Acquisition system and/or related acquisition program. Directs the development of life cycle documentation for assigned projects and funds. Performs analysis, evaluation and oversight of all aspects of the planning, programming, budgeting, and execution of major organizational programs. Manages a government team consisting of assigned civilian and military personnel – core and matrix. Support civilian and military personnel, and the efforts of supporting contractor teams. Reviews programming documents received from HQDA to determine effect on assigned programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Developing product development plans; 2) Managing all aspects of a defense acquisition program; 3) Leading a team of acquisition professionals by prioritizing work, assessing performance, and developing subordinates; and 4) Providing programmatic leadership with system architecture information systems, and data management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted. Additional Information Direct Deposit of Pay is required. Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD form 2888 (Critical Acquisition Service Agreement) and execute, as a condition of employment, a written tenure agreement. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
