Northrop Grumman Space Systems is seeking a Program Manager (level 2) supporting the Integrated National Systems (INS) Business Unit (BU), Space Surveillance & Environmental Intelligence (SSEI) Operating Unit (OU). This position can be based at any of the following Northrop Grumman facility locations: Linthicum, MD or Redondo Beach, CA. (compensation ranges vary depending on location).

In this role, you will lead and manage prime contracts as well as a high visibility Intercompany Work Orders (IWOs) for the manufacturing of aviation support equipment and related products. You will direct all aspects of the programs associated with planning, implementation, contracting, and execution of the program across an Integrated Product Team. You will also interact with customers, subcontractors, and other stakeholders as the focal point for the program activities as well as, manage risks and opportunities to ensure schedule, cost and customer satisfaction goals are met. You will also develop new business or expand the product line with the customer and lead program review sessions with customers.

Your primary objective will be to provide leadership to a multi-disciplinary team to accomplish the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements. You are also responsible for coordination and management of all phases of execution, from inception (proposal development) through completion (contract closeout).

Responsibilities will include but are not limited to:

Adherence to all internal processes for Program Management.

Direct the work of employees assigned to the program from technical, manufacturing and administrative areas.

Development and adherence to Integrated Master Schedules (IMS).

Development and adherence to budget baselines utilizing Earned Value Management (EVM) methodologies and tools.

Implementation of and adherence to contractual Change Management policies to ensure any contract changes are appropriately coordinated with the customer and internal stakeholders.

Coordination of Contract Change Board activities internally and with the customer.

Development and management of risk and opportunity registers for individual contracts and your assigned portfolio.

Development and delivery of presentations to customers, management, and other program stakeholders.

Knowledge and execution of FFP/CPFF proposals and contract types.

Proposal development / capture planning and strategy.

Creation, review, and finalization of the program Statement of Work.

Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.

Development of customer relationships and cultivation of customer intimacy.

Ability to comprehend and analyze complex problems and develop solutions.

Ability to prioritize and adjust tasks to accomplish the project result.

Ability to demonstrate success in leading and developing cross functional teams.

Strong organizational and interpersonal skills to communicate effectively with all levels of management and individual contributors.

Strong communication, team building and facilitation skills; demonstrated ability to communicate effectively with team, upper management and customers.

Strong skills in Microsoft Office programs including Word, Excel, MS Project, and PowerPoint

Participation in developing near term and long-term financial forecasts and investment and resource plans.

Develop and execute plans to scale the manufacturing organization; including but not limited to the areas of tools, people, processes.

Basic Qualifications:

A Bachelors Degree 8 years of exp; Masters Degree 6 years of exp; PhD 3 years of exp; or 12 years of related experience in lieu of degree.

Must possess an active/current Top-Secret clearance at time of application and SCI eligibility.

5 years demonstrated success leading teams in a manufacturing environment.

5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.

Experience with Earned Value Management (EVM) methodologies and tools.

Experience managing communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.

The ability to address uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities.

The ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.

The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.

Model-Based Systems Engineering (MBSE) experience

Clear understanding of Agile Practices and Methodology

Ability to travel up to 25% as a part of the role.

Breadth of technical background (all domain physical, security, phenomenology)

Salary Range: $145,000 – $227,900

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
