Summary As the Transportation Lead Program Specialist for Fiscal Service performing a full range of Transportation work related to VA resource management program and its associated policies and procedures. The position is aligned under the Deputy Fiscal Officer and is responsible for the administration, processing, and funds allocation for all travel and education requests for Bay Pines VA Healthcare System employees. Responsibilities Duties consist of the following, but are not limited to: Distributes and balances the workload among employees in accordance with established workflow or job specialization. Assure timely accomplishment of the assigned workload. Assure that each employee has enough work to keep busy. Keeps in touch with the status and progress of work. Estimates and reports on expected time of completion of work and maintain records or work accomplishments and time expended and prepare production reports as requested. Instructs subordinates in specific tasks and job techniques and make available written instructions, reference materials and supplies. Gives on the job training to new employees in accordance with established procedures and practices. Provides information to the Deputy Fiscal Officer as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. Reviews travel requests and applicable regulations to determine entitlements and method of travel. Independently plans and carries out the successive steps to complete transportation support duties and uses accepted practices to resolve problems and deviations. Problems and deviations include transportation actions that cannot be processed, monitored, or otherwise acted on using standard instructions. Provides a full range of travel counseling services and assistance advising customers before, during, and after travel, making route changes or departing from policy because standard routes are not feasible. Electronic Travel System (ETS) Systems Administrator and is responsible for initial and on-going training of Bay Pines tenants who utilize the ETS for processing travel plans and expense reports for their respective employees. Reviews expense reports to ascertain correctness and adherence to travel regulations, correct rejects, and answer questions of a technical nature relating to the travel system and travel regulations on an as needed basis from tenant employees. Establishes and reconcile orders for education components of travel. Responsible for the full range of travel card responsibilities from screening of applicants to determine appropriateness of issuance, submission of applications, monitoring card activity, issuing memorandums of misuse or inappropriate use, verification of TDY travelduring times of use, and taking appropriate action to initiate collection for delinquent card holders. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manage all aspects of the current travel program and of authorized travel expenses for local, temporary, and permanent duty travel; Screen tickets, itineraries, and bills involving domestic and/or foreign travel to ensure that information pertaining to rental cars, dates, travel periods, and connections, is compatible with travel authorized and that the lowest contract fare(s) is selected; Coordinate travel plans involving a combination of domestic and foreign travel with the contract travel service, passport office, or other offices if applicable; Plan, and coordinate lead time needed to arrange travel involving different kinds or combination of modes of transportation, isolated origin/intermediate/destination points, multiple stops, foreign currencies, and special services (e.g., chartered buses, escorts, restrictions, and allowances); resolve conflicts or issues related to travel, analyze factual information to document deficiencies of noncompliance to the Federal Travel Regulations, and make recommendation(s) for corrective action; Screen applicants to determine appropriateness of issuance, submission of applications, monitoring card activity, issuing memorandums of misuse or inappropriate use, verification of TDY travel during times of use, and taking appropriate action to initiate collection for delinquent card holders. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
