The Executive Director of Perioperative and Procedural Services leads overall operations at both Billings and Bozeman locations. Oversight includes Operating Rooms, Anesthesia Services, Pre/Post Care Unit (PACU), Hospital Outpatient Surgery, Surgery Centers, Endoscopy, and Sterile Processing Department (SPD) and/or other areas as assigned. The role establishes strategy and goals to achieve clinical quality/outcomes, performance improvement, employee engagement and optimization of service delivery and financial performance. The role is accountable to foster collaboration between perioperative services, clinical support services, surgeons, surgical specialists, ambulatory clinic practices, supply chain operations and medical staff leadership to deliver an integrated approach to care locally and in the region. The role engages key stakeholders to drive optimization of operations, reporting and analytics, nursing best practice, maximization of resources and communication to align and achieve operational and clinical quality metrics. The role ensures the continual delivery of optimal care consistent with policies and procedures, the Corporate Compliance Plan and all rules and regulations of all applicable local, state, and federal agencies and accrediting bodies. The role cultivates outstanding employee engagement and customer service to all internal and external customers.

Essential Job Functions

•Develops and oversees Perioperative and Procedural Services to ensure adherence to organizational mission, vision, values, strategic goals, and business objectives. Interprets, supports, and models the mission and philosophy of Billings Clinic. Responsible for the promotion of, and adherence to, the elements of Code of Conduct, Corporate Compliance Program and with all regulatory, licensure and accreditation standards.

• Partners as a DYAD with Chief of Surgical Services and Chief of Anesthesia Services to ensure the integrated delivery of high-quality perioperative and procedural services supporting all locations of Billings Clinic as well as services provided to rural referring physicians and organizations in our region. Cultivates physician and provider relationships to both assess needs as well as engage physicians in the design and delivery of services.

• Collaborates with executive leadership, physician leadership, medical staff, and other health care providers to lead, develop and revise to integrate and enhance Perioperative and Procedural Services. Acts as a recognized area expert within Billings Clinic and to other health care providers.

• Oversees team that provides 24/7 operations and is accountable to foster collaboration between perioperative services, clinical support services, ambulatory clinic practices and medical staff leadership to deliver an integrated approach to care locally and in the region.

• Identifies and executes operational efficiencies/improvement related to throughput, productivity, room utilization, FCOTS, case turnaround times and room turnover times.

• Responsible for meeting, AORN, and ASPAN standards and complying with policy and procedures for managing supplies and equipment in all surgical-based locations.

• Implements and assists in advancing the mission, vision, and values of Billings Clinic establishing a vision of excellence with a customer service orientation and demonstrated quality outcomes. Participates in establishing culture of excellence. Leads groups through strategic planning sessions and motivates team to execute strategic objectives. Responsibilities include the promotion of, adherence to, the elements of Billings Clinic Code of Business Conduct and the corporate compliance program.

• Ensures the success and credibility of Billings Clinic through the delivery of innovative, quality, cost efficient programs. Leads the administration and ongoing refinement of comprehensive programs, including well defined protocols, policies and procedures assuring high quality standards and the cost-effective delivery of the appropriate level of care in the appropriate care delivery setting. Assures the highest standard of clinical outcomes, patient satisfaction, and responsive/accessible customer service. Provides consultation services for community and health care providers.

• Leads service lines in the overall marketing, program development, and service priorities. Coordinates with physicians and other Billings Clinic leadership to assure continuity in pursing system goals and synergy in implementing plans. Identifies and addresses synergies/problems across service lines, providers, and within the community. Communicates relevant developments to staff.

• Develops/maintains financial and budgetary goals/objectives and oversees/assists with the development of departmental business plans which support Billings Clinic goals and objectives. Communicates and coordinates corporate and administrative information for use by Billings Clinic leadership and governing bodies, including feasibilities, projections, and results reporting.

• Practices process improvement principles and oversees assessment and improvement of the quality of the service and patient care provided. Maintains competency in all organizational, departmental, and outside agency safety standards relevant to services provided and ensures compliance.

• Develops, retains, recruits, and leads a talented management team committed to accomplishing the goals and objectives of Billings Clinic. Conducts appropriate performance actions to include motivation, training, coaching, and counseling of employees. Acts as a mentor, promotes, and encourages professional growth and development of all staff. Takes responsibility for own professional growth and development needs; meets all system educational requirements.

• Establishes culture and standards; participates, fosters, demonstrates, and encourages an ethic of open communication and teamwork throughout the organization and in the community. Builds an environment of shared commitment to goals and responsibility to achieve quality outcomes. Maintains a high level of satisfaction among physicians and employees by providing an environment conducive to maximum individual and collective productivity. Provides consultation for related concerns and acts as a customer and community advocate by demonstrating sensitivity to ethical and legal ramifications of practice.

• Participates in evaluating, selecting, and integrating health care technology and information systems that support quality of care, financial needs and efficient use of resources. Assures information systems meet the objective of providing appropriate, accurate, and timely information to all internal and external constituencies.

• Demonstrates and encourages an ethic of open communication and teamwork throughout the organization. Builds an environment of shared commitment to Billings Clinic’s goals and responsibility to achieve quality outcomes.

• Utilizes principles of management to ensure continual delivery of optimal care.

• Identifies needs and sets goals for own growth and development; meets all mandatory organizational and departmental requirements.

• Maintains competency in all organizational, departmental, and outside agency environmental, employee or patient safety standards relevant to job performance, including, but not limited to accreditation and role specific requirements and standards.

Minimum Qualifications

Education

4 Year / Bachelors Degree in relevant field

Preferred: Graduate Degree. Master’s degree in nursing, business, or health care administration.

Experience

•Minimum 3 years of senior level management/leadership experience, in an integrated health care delivery system related to the above tasks, knowledge, skills and abilities

Preferred: Preferred – 5 years of leadership experience with Perioperative Services
