HERL is seeking an experienced Grants & Contracts Specialist who will report the Assistant Director of Administration and Operations and serve as a central resource within HERL in all matters relating to the HERL awards portfolio, performing oversight throughout the sponsored project lifecycle from initial proposal submission to closing. The incumbent will work with minimal supervision and a high level of autonomy to manage a diverse portfolio of Federal and non-Federal sponsored projects, as well as liaise directly with the VA in the management of HERL VA contracts. Specific responsibilities include working with faculty to prepare research proposals and budgets, providing assistance with proposal submissions, administration of sponsored project accounts, assisting with report preparation to sponsors, and ensuring prompt and accurate communication with internal and external stakeholders.
Incumbent must be eligible for Without Compensation WOC appointment through the U.S. Department of Veterans Affairs VA.
Job Summary
Performs pre- and post-award accounting duties for very complex grants and contracts. Prepares, negotiates, and monitors very complex grants, contracts, subcontracts, and budgets. Prepares complex government applications and reports and interprets policy and procedure. Monitors account activity, performs internal audits, processes budget modifications, analyzes financials, and reviews routine reports. Develops and implements accounting techniques and procedures for operational improvements and assists with managing special projects and preparing operating budgets.
Essential Functions
Requires the ability to effectively communicate both face-to-face and via telephone or electronic communication. Requires experience with Microsoft Office programs and advanced Microsoft Excel competency. Requires extensive use of University of Pittsburgh electronic processes including PERIS, COGNOS, PRISM, MyRA, ECC, SPAR, Vincent and PittWorx.
Physical Effort
Little physical effort required. Duties are primarily sedentary. May be required to move objects up to 25 pounds occasionally. Work is largely performed in an office environment and requires the ability to operate standard office equipment and keyboards.
