Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Supervisory IT Program Manager (CUSTSPT)is located in Fort Detrick, Maryland. Responsibilities Supervises a government workforce of high performing information Technology project managers. Review programming documents received from higher headquarters to determine effects on assigned projects through analysis and evaluation of current programs. Provide team with management expertise in the areas of engineering, materiel management, procurement, supplies and configuration management. Serves as principal advisor to the Chief of Management and Engineering Division (MED). Maintain continuous contact with the industry engaging them in activities of interest to strategic and other non-tactical communication. Present briefings and consults with industry and institutions on technology and procedures as they relate to telecommunication in general and assigned projects. Work closely with engineers, contracting officers, logistician, financial, and security experts within organic organization and the supported customer organizations. To qualify based on your experience, you must have IT-related experience demonstrating each of the four competencies: 1) Attention to Detail – Is thorough when performing work and conscientious about attending to detail.2) Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.3) Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.4) Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. and In addition to the four competencies, your resume must describe at least one year of experience at the NH-03 level which prepared you to do the work in this job. Specialized experience is defined as: 1) Analyzing organizational policies or procedures to increase productivity; 2) Monitoring organization technology activities to identify areas of improvement; 3) Developing strategic goals to improve organization or individual performance and 4) Recommending solution to technology issues to improve customer support. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted. Additional Information Direct Deposit of Pay is required. Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD form 2888 (Critical Acquisition Service Agreement) and execute, as a condition of employment, a written tenure agreement. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
