Responsibilities You will serve as an IT SPECIALIST (INFOSEC) for the Strategic and Computing Systems Department, Cybersecurity Risk Assessment and Authorization Branch of Naval Surface Warfare Center Dahlgren Division (NSWCDD). You will be responsible for the development and on-time delivery of Afloat Combat System (CS) Cybersecurity Risk Assessment and Authorization accreditation packages, which include cybersecurity architectures, requirements, and new capabilities. You will provide leadership, guidance, and management of a contractor workforce to ensure compliance in support of the assigned CS Baselines. You will manage development of Authorization to Operate, Interim Authorization to Operate, Conditional Authorization to Operate, and Interim Authorization to Test requirements in accordance with the RMF process. You will develop and maintain Cybersecurity Risk Assessment and Authorization project description, resource estimates, and execution schedules, as well as provide periodic status reports. You will generate Cybersecurity Risk Assessment and Authorization test plans based on existing systems and network design, participate in testing events, and evaluate test results. You will communicate effectively, both orally and in writing, with A30 Organizational Leaders, programmatic and technical leadership from other NSWCDD and Warfare Center organizations, the Program Office, and other sponsors. You will provide detailed analysis of contractor delivered Risk Management Framework (RMF) technical artifacts for accuracy and completion. You will perform detailed package reviews by following the appropriate RMF checklist or Standard Operation Procedures (SOP). You will review RMF Plan of Action and Milestones (POAM) for acceptability and accuracy. You will provide Cybersecurity Risk Assessment and Authorization technical expertise, documentation, and presentations during technical and programmatic meetings. You will plan, coordinate, and direct multiple complex projects in a team environment. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing cybersecurity risk management analysis to identify, document, or address vulnerabilities affecting the cybersecurity posture of an organization. Your resume must also reflect IT-related experience that demonstrates each of the four competencies listed below: Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10. This announcement uses the direct hire authority for Bachelor Degree Candidates at Science and Technology Reinvention Laboratories to recruit and appoint qualified candidates to positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
