Job Summary
The Small Business Senior Manager will be responsible for developing and leading the Battelle’s small business program with a focus on strategic planning, outreach, engagement, and compliance. This role will support the companys business development goals by identifying and fostering partnerships with small businesses that align with corporate objectives. The Small Business Senior Manager will create and implement strategies to support small business plans, ensuring that Battelle meets its small business participation goals in various contracts and projects. Additionally, the SBLO will engage with external stakeholders to expand small business opportunities, monitor program performance, and ensure compliance with government regulations.
Responsibilities
Program Development
Develop and implement Battelle’s small business program, including establishing strategies, processes and initiatives to promote small business participation in Battelle’s contracts and partnerships.
Outreach and Engagement
Conduct outreach to small businesses of varying socioeconomical standings to identify potential partners and suppliers to help meet Battelle’s small business goals, address technical gaps and fulfill proposal / program requirements.
Build and maintain a comprehensive network of small business contacts, attending industry events, trade shows, and networking functions to promote Battelle’s small business program and address proposal and program needs.
Foster and maintain strong relationships with external stakeholders such as government agencies, community organizations, and industry groups to facilitate small business partnerships.
Partner with Business Lines and BD personnel to
Business Development and Program Execution Support
Collaborate with the Business Development team for early identification of opportunities for small business subcontracting and partnerships in new business proposals.
Develop small business plans as required for proposal submissions.
Monitor the performance of small business awards in program execution to ensure goals are being met.
Proactively engage with Program Manager and escalate as needed when goals are at risk of not being met.
Support activities associated with negotiating any existing small business plans, as required, and help address any finding or issues relative to small business goals as needed.
Responsibilities
Compliance and Reporting
Ensure compliance with federal, state, and local small business requirements (e.g., SBA, FAR, DFARS) and company policies.
Track and report small business participation in company contracts, preparing reports and metrics for internal management and external government agencies.
Maintain accurate and detailed records of all small business engagements and contracts.
Training and Advocacy
Education internal team on the importance and benefits of small business partnerships, providing training on small business procurement and collaboration processes.
Act as an advocate for small business within he company, promoting inclusivity and diversity in procurement and project partnerships.
Mentor and train other personnel in the small business office.
Key Qualifications
Bachelors degree; 10 years’ experience working with small businesses with at least 5 years experience leading Small Business Programs; or an equivalent combination of education and/or experience in a relevant field.
