Summary This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent reviews and supports development of the Concept of Operations, a plan describing how a joint force commander may organize and employ forces in the near term in order to solve a current or emerging military problem. Responsibilities NOTE: THIS ANNOUNCEMENT IS FOR ONE POSITION. As a CONCEPT OF OPERATIONS (CONOPS) ANALYST at the GS-0301-11/12/13 some of your typical work assignments may include: Develops Concept of Operations (CONOPS) that represent the central idea, operational approaches, and concept required capabilities in joint concepts for the purpose of evaluation and development of joint force development and design recommendations. Defines problems using a military design process and conducts mission analysis to develop possible CONOPS courses of action, which address the central problem, for senior leader approval. Provides expert advice and analysis on joint concepts, CONOPS, and capabilities to senior managers within the Joint Staff, Combatant Commands, and Services regarding operational issues of major importance to the Department of Defense. Contributes to a repository of ideas, articles, studies, reports and other documents within DOD, federal agencies, academia, and industry for possible inclusion into joint concept development activities. Analyzes and synthesizes complex problems and supports the development of solutions to these complex problems using problem solving techniques to address and resolve issues. Reviews and supports development of the CONOPS, a plan describing how a joint force commander may organize and employ forces in the near term. Performs with guidance, and defined objectives, priorities and deadlines from team lead or supervisor for technical and administrative direction. Requirements Conditions of Employment Qualifications This position is being filled under the Direct-Hire Authority for the Department of Defense for Post-Secondary Students and Recent Graduates, Section 1102 of the National Defense Authorization Act for Fiscal Year 2019, Public Law 115-232. To be considered for a Post secondary or Recent Graduate (select one) appointment you must meet ONE of the following requirements: {Post Secondary} Be currently enrolled in, and in good academic standing at, a full-time program at an institution of higher education; AND is making satisfactory progress toward receipt of a baccalaureate or graduate degree; AND has completed at least one year of the program. {Recent Graduate} Complete all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution not more than two years before the date of the appointment; OR a person who has completed a period of obligated service in a uniformed service of more than four years, such term means a person who was awarded a degree not more than four years before the date of the appointment. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applies knowledge, expertise, and assessment of adversary methods of warfighting, capability trends and trajectories, joint warfighting operations and operational assessments. Develops application of warfighting concepts and supporting papers and briefings clearly articulating Joint Staff position on high level matters such as force posture, capabilities, indications and warnings, and authorities to shape investment decisions to execute these applications through writing and publishing documents applicable to the Joint Staff, and the DoD. Utilizes knowledge of friendly and adversary capabilities and forces from unclassified to compartmented levels and a rigorous understanding of doctrine, current operations, future operations, and intel projections; Implements skills and knowledge in Concept of Operations (CONOPS) development with focus on joint and multi-Service level strategies and future warfighting capabilities and approaches to shape the future of the Joint and Coalition Warfighter. Plans, organizes, and integrates with teams from across the Joint Staff and Department of Defense to negotiate and develop coherent and meaningful recommendation. OR You may qualify at the GS-12, if you fulfill the following qualifications: B. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Develops CONOPS that applies the Joint Concepts against real-world operational problems, and supporting the design of the applications of the CONOPS into analytic activities such as wargames, Table-Top Exercises (TTX), and analytic studies. Represents the Joint Staff position in staffing of documents or meetings related to the Joint Concepts, CONOPS, Joint Staff Strategic Planning System and JCIDS. Provides skilled advice and analysis on joint concepts, CONOPS, and capabilities to senior managers within the Joint Staff, Combatant Commands, and Services regarding operational issues of major importance to the Department of Defense. Authors written products and provides personal interaction with the variety of personnel and organizations listed to ensure the CONOPS is understood and applied properly. Ensures all documents, briefings and working papers are properly classified, formatted, disseminated, filed, and disposed of within required authoritative timelines. You may qualify at the GS-11, if you fulfill the following qualifications: C. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Applying knowledge and assessment of methods of warfighting, capability trends and trajectories, joint warfighting operations and operational assessments. Developing application of warfighting concepts and supporting papers and briefings clearly articulating agency or department positions on high level matters such as force posture, capabilities, indications and warnings, and authorities to shape investment decisions to execute these applications through writing and publishing documents. Utilizing knowledge of friendly and adversary capabilities and forces from unclassified to compartmented levels and a rigorous understanding of doctrine, current operations, future operations, and intel projections. Implementing skills and knowledge in Concept of Operations (CONOPS) development with focus on joint and multi-Service level strategies and future warfighting capabilities and approaches to shape the future of the Joint and Coalition Warfighter. Planning, organizing, and integrating with teams from across departments to negotiate and develop coherent and meaningful recommendations. OR B. I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
