Responsibilities Summary Continued: The primary purpose of this position is to serve as Assistant Chief for Fire Prevention planning, directing, and coordinating all activities of the technical services program including a comprehensive inspection program of all on base facilities to detect and eliminate hazards in a high fire expectancy area, and a base-wide population motivation training program in fire prevention. 1. This position will support the Federal Governments response efforts to COVID-19. 2. As the Assistant Chief of Technical Services, participates in the administration and planning of a comprehensive fire prevention program at the installation. 3. Plans, administers, and supervises the fire prevention education program. Coordinates public relations activities and uses the news media to promote fire safety. 4. Reviews construction and modification plans, confers with engineers, and provides technical/functional assistance on fire prevention and building design criteria. 5. Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug testing program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, “Screening the Ready Reserve,”) This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. The incumbent may work a minimum of a 56-60-hour week with the supervisors approval. Employee working a 56/60-hour work week must meet conditions established in the federal firefighters Overtime Pay Reform Act of 1998. The additional 15 hours will be managed to maximize staff availability to support operations section per DAFI 32-2001. This may be accomplished by accompanying and evaluating exercises, responses, conducting night structural and ARFF exercises. The assistant chief may also be required to serve as the resource officer, compliance officer, or incident safety officer during exercises and emergencies. He/she may also be required to assist in developing and implementing support measures, i.e., staging additional vehicles, off duty personnel, etc. During scheduled or temporary absences of the incumbent assistant chief of operations, may be required to serve as the senior fire officer for the on-duty shift. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: CURRENT AND PRIOR EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. EXTERNAL APPLICANTS: must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of creditable specialized experience includes: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Current and Prior Federal Employees: One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-10 level. External Applicants: One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Special Retirement Provisions Authority: FERS Position covered as secondary under the FERS special retirement provisions for Federal firefighters [5 U.S.C. 8401(14), 5 U.S.C. 8412(d), and 5 CFR 842.802]. OR Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902]. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes. 2. Knowledge of the theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity. 3. Knowledge of the layout, design, construction, and contents of buildings; location of fire protection systems; and other similar characteristics of a typical DOD installation. 4. Ability to interpret facts, analyze, evaluate, and make sound decisions. 5. Ability to plan, organize, and direct functions and to mentor, motivate, and appraise the staff of an organization. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
