POSITION SUMMARY:
Under general direction performs work of considerable difficulty in providing managerial, technical, administrative and supervisory direction and assistance in the operation of division/department; plans, develops, manages and monitors special projects as assigned by the Director/Commissioner; performs related work as required.
ESSENTIAL JOB FUNCTIONS:
Provides managerial and administrative direction to professional, technical, maintenance, operational and support staff involved in permit issuance and inspection programs, engineering services, park, recreation and forestry administration, maintenance and operations, Toledo Waterways Initiative Program, utility plant operation, utility billing, collection and customer service operations, water distribution operations, sewer and drainage services, landfill operations, environmental monitoring and enforcement operations, streets, bridges and harbor maintenance and repair, and transportation planning and maintenance.
Plans, directs and coordinates special projects to ensure that implementation and prescribed activities are carried out in accordance with governing regulations, specified objectives, priorities, time limitations and funding conditions; performs and coordinates a variety of technical tasks involving the review, analysis, coding and maintenance of computerized records and materials.
Utilizes independent judgment in the interpretation of policies, procedures, rules and regulations governing specialized administrative areas.
Provides administrative and technical support and/or oversight with ERP related activities.
Analyzes and prepares new or revised policies, programs and procedures to ensure efficient operation of the division/department and to better serve the public.
Ensures that assigned responsibilities are in compliance with applicable federal, state and local rules and regulations.
Provides technical and professional advice in area of expertise to other city administrators as requested.
Prepares or oversees the preparation of detailed technical reports, legislation, correspondence and responses to Council referrals.
Investigates and responds to complaints and inquiries.
Maintains liaison and attends meetings with other governmental agencies, various trade, business, and community organizations, interest groups and the general public.
Prepares or assists in the preparation of the annual budget and oversees budget administration to ensure compliance with fiscal requirements.
Represents division/department at meetings and in litigation.
Hears employee complaints and grievances and adjusts and/or recommends disposition of same.
Counsels employees and/or initiates disciplinary actions and conducts employee investigations and/or hearings.
Participates in the interview process for prospective employees and makes recommendations regarding appointments.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
Considerable knowledge of the technical subject matter utilized in the section/division.
Considerable knowledge of the functions, operations, programs and activities of the assigned section/division.
Considerable knowledge of applicable local, state and federal rules and regulations.
Considerable knowledge of bargaining unit agreements governing divisional/departmental personnel.
Considerable knowledge of the SAP and ERP system.
Good knowledge of personnel management.
Good knowledge of record keeping procedures and report preparation.
Good knowledge of budgeting principles and fiscal management.
Good knowledge of municipal operations.
Skill in:

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
Graduation from an accredited college or university with a Bachelors Degree in Business or Public Administration, Engineering, Landscape Architecture or a closely related area.
Four (4) years of administrative and/or engineering experience involving project management which includes the research, development, administration and evaluation of the major project.

Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.
Group Life Insurance
City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.
Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

Under the 401(k) plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck before taxation. The City does not make contributions on the employee’s behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.
Roth 401(k)
The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.
Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
