Core work hours: Monday-Friday 8:00a – 5:00p Position Summary The Manager, System Emergency Management, reports to the Director, Police and Security Programs. Incumbent provides strategic leadership to effectively guide and govern the System Emergency Management (EM) Program for Texas Health. Closely collaborates and coordinates with the hospital channel EM team to ensure a consistent System-wide approach to EM and compliance with the Joint Commission EM requirements. Builds relationships with operational leaders across the organization. Works directly with entity Safety Officers, and representatives from Texas Health Physicians Group (THPG) clinics, Breeze urgent care, and other healthcare delivery channels and system support services organizations. Provides leadership to and supervises the work of Emergency Management Specialists.Plans, develops, and manages the System-wide EM program under senior management direction. Responsible for the business strategies associated with the EM function within the organization. Accountable for overall planning, directing, and organizing activities of the program and ensures its effective operation. Implements policies, procedures, and systems required for maintaining and enhancing the overall EM mission. Works closely and collaboratively with the IT Disaster Recovery focal points to ensure the System is capable of restoring IT operations within the timeframes and specifications dictated by the business.Plans, schedules, and conducts a wide range of very complex facility and/or site EM drills and training exercises covering a wide variety of threat, hazard, and risk scenarios. Determines the need for EM plan and procedural changes. Provides direct leadership to effectively manage emergencies at the System-level, such as regional natural disasters, multi-location incidents, and critical emergencies. Where appropriate, directly leads emergency response at a system-level or acts in support of the designated System Incident Commander. Develops and implements policies and programs that prepare the organization for significant disruption, ensures consistency in the EM program across the system, and meets Joint Commission and other compliance requirements. Coordinates with local, state, and federal EM officials. Develops and oversees public-private partnerships that benefit the System. Maintains expert knowledge of Texas Healths processes and hazards, interfaces with engineering and operations staff to ensure the appropriate development of healthcare channel, facility, and site-specific hazard and emergency classification procedures. Prepares technical reports based on the expert interpretation of analyzed data.

Job Description

Leads and governs Emergency Management strategy across Texas Health in alignment with the System-wide vision set by senior leadership. Develops, implements, and manages the strategic and tactical planning for the System Emergency Management Program. Develops, implements, and manages policies and programs that prepare the organization for significant disruption in a manner that ensures consistency across the System. Develops and documents standards and metrics for measuring the effectiveness of Emergency Management activities and readiness of Texas Health to respond to a critical incident.

Collaborates and works closely with the hospital channel Emergency Management Program ensuring the hospital program complies with System governance. Ensures the Texas Health Emergency Management Program meets Joint Commission and other compliance requirements at all levels. Builds relationships with operational leaders across the organization. Works directly with entity Safety Officers, and representatives from THPG clinics, Breeze urgent care, and other healthcare delivery channels and system services organizations across the System.

Oversees the preparation, mitigation, response, and recovery efforts for Texas Health. In an System-level emergency, directly leads emergency response or acts in support of the designated System Incident Commander. Briefs senior leadership across the organization on the status of emergency situations as necessary.

Develops and manages business critical projects and programs with significant financial, reputational, and/or legal impact. Develops business plans for and maintains public relations with a diverse set of internal and external stakeholders enabling the necessary joint planning, intelligence sharing, and collaboration efforts. Establishes and implements effective relationships to:

Liaise with local, state, and national emergency management officials.

Conduct intelligence sharing.

Interface and conduct planning with Homeland Security officials.

Liaise with law enforcement at all levels.

Interface with private sector counterparts.

Leads and manages the EM Specialists. Provides effective direction and oversight of their work product. Works closely with assigned personnel to support Texas Healths resilience strategies, including business continuity planning, IT disaster recovery, and cybersecurity programs.

Education

H.S. Diploma or Equivalent Equivalent experience in lieu of degree Required

Or

Bachelors Degree Education, Psychology, Criminal Justice, Risk Management, Law Enforcement, or relevant field Required

Experience

5 Years relevant work experience to include at least 2 years experience in Healthcare, Corporate Security, large city and/or county municipality Emergency Management with a Bachelors degree Required

or

9 Years relevant work experience to include at least 2 years experience in Healthcare, Corporate Security, large city and/or county municipality Emergency Management with no degree Required

Licenses and Certifications

DL – Drivers License Upon Hire Required

And

Other Certified Emergency Manager (CEM) or similar EM certification Upon Hire Preferred

This position requires familiarity with emergency management/crisis management in a healthcare and/or corporate setting.

An ideal candidate will have familiarity and working knowledge of the Joint Commissions requirements for emergency management.
