The Vice Provost for International Study Programs is a pivotal leadership role responsible for fostering and enhancing the global engagement of the university. With the growth of UTRGV and its location on the US-Mexico border, and renowned for its bicultural, bilingual, and binational character, UTRGV is poised to grow its international programming, growing international presence. The position represents a strategic evolution of the university’s Office of Global Affairs and is integral to enhancing UTRGV’s global engagement, research, and teaching missions. This position involves strategic planning, development, and implementation of international programs and initiatives that support both faculty and students. The Vice Provost will work closely with the Provost and Senior Vice President for Academic Affairs and other senior leaders to promote international studies and research.
The Vice Provost serves as strategic partner and advisor to the Provost and senior university leadership on a wide range of international programs and services. Reporting directly to the Provost and Senior Vice President for Academic Affairs, the Vice Provost is responsible for developing and implementing UTRGV’s international study programs and initiatives and promoting and facilitating cross-campus opportunities for international education and research.
Description of Duties
Key Responsibilities:
Strategic Leadership: Serve as a strategic thought leader and partner on global issues, articulating and advancing UTRGV’s distinctive international strategy. Develop and implement a strategic vision for international education that aligns with the university’s mission and goals. Establish and enforce policies and procedures related to international programs and partnerships.
Study Abroad Programs: Oversee the development and expansion of the Education Abroad program, creating opportunities for students to study abroad and ensuring their health and safety. Oversee the development, promotion, and administration of study abroad programs, ensuring a wide range of opportunities for students. This requires close collaboration with the dean of the UTRGV Honors College, deans of all colleges and schools, and faculty that comprise the university.
Faculty Support: Facilitate and support faculty travel for international research, scholarly collaboration, and participation in international conferences and learned society. Identify and secure funding opportunities for faculty international research projects and travel. Promote and support international scholarly collaborations and partnerships with institutions worldwide. Work with the Faculty Senate to encourage and support international engagements and assist faculty directors of research centers to forge international ties.
International Travel: Support and facilitate student international travel for academic purposes, including internships, research, and service-learning projects.
Advising and Counseling: Provide comprehensive advising services to students participating in international programs, including pre-departure orientation and re-entry support.
Global Partnerships: Enhance and expand global partnerships, identifying and cultivating new collaborations with international universities and other entities. Negotiate and manage international partnerships and agreements with universities, organizations, and agencies worldwide. Drafting, reviewing, and coordinating the memoranda of understanding/agreement process with institutions, organizations, and public abroad.
Policy and Advocacy: Provide guidance on policies and procedures related to international studies, advocating for the needs of faculty, staff, and students engaged in global activities.
Campus Collaboration: Coordinate with various campus units, including Enrollment Services, Graduate College, Undergraduate Education, and Honors College, to support the recruitment, retention, and success of international students.
International Representation: Represent UTRGV as its Chief Academic Officer for international engagement, collaborating with campus leaders involved in international activities, such as Research and the Center for Border Studies.
Office Management: Lead and manage the International Studies office staff effectively, ensuring the delivery of high-quality services and support for international travelers.
Budget Management and Compliance and Risk Management: Ensure compliance with all relevant regulations and policies, ensuring the office’s financial integrity, adherence to regulations, and mitigation of potential risks. Assessment, Evaluation, and Service Enhancement: Conduct regular assessments of international programs and initiatives to ensure quality and effectiveness Innovate and expand student global opportunities relevant to the Rio Grande Valley and UTRGV’s mission, while promoting a collegial and supportive environment.

A PhD or terminal degree in the field of study from an accredited university.

Required Experience
At least five (5) years of proven experience in international education, global engagement, or a related field, academic administration, resource management, and program formation. A strong record of academic and scholarly accomplishments and qualification for tenure at the rank of full professor within his/her academic discipline. Track record of translating an organization’s overarching strategy into an effective, long-term action plan for his or her area of responsibility. Fluent in Spanish and English.
Preferred Experience
Foreign language knowledge in addition to Spanish.

Working Conditions
Needs to be able to successfully perform all required duties. Office environment; some travel and weekend work is required. UTRGV is a distributed institution, which may require presence at multiple locations throughout the Rio Grande Valley.

Demonstrated ability to work effectively, collaborate, and build consensus with administration, faculty, staff, and students, and committed to interdisciplinary scholarship. Strong interpersonal skills for working with a variety of internal and externals organizations in the U.S. and abroad. Excellent communication and interpersonal skills, with the ability to advocate for and support the needs of diverse stakeholders. Demonstrated capacity to work collegially and effectively and collaboratively with other members of the Provost’s leadership team.
