Summary The primary purpose of this position is to implement strategic planning for base force protection programs. Responsibilities Coordinates, reconciles, and integrates various force protection staff initiatives, policies, and activities within the wing. Serves as the Security Forces Plans Manager. Knowledge of Presidential Decision Directives, Executive Orders, United States Codes, DoD, HQ USAF, and MAJCOM security policies relating to protection of Air Force resources Knowledge of a wide range of security systems, concepts, principles and practices, including force protection, integrated base defense, anti-terrorism, physical security, tactical deception, OPSEC, and special access efforts. Knowledge of AT/FP programs and governing policies, directives, instructions, and procedures. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of commonly applied security principles, practices, and requirements and their relationships to include anti­terrorism, integrated base defense, information security, industrial security, technical security, tactical deception, physical security, force protection, and OPSEC to work with difficult and complex physical security issues for the wing. In-depth knowledge of the physical security program to plan and recommend the installation of multilayered security systems. Knowledge of state-of-the-art security equipment to plan and implement protective methods and security procedures. Knowledge of Security Forces management and administration functions. Knowledge of the force protection environment and strategic planning for integrated base defense technology needs and requirements. Ability to communicate effectively, both orally and in writing masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree Or LL.B. or J.D., if related OR FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of security, personnel management, EEO, and safety regulations, practices, and procedures. 2. Knowledge of Special Access Program, security concepts, principles, practices, and protection efforts to review, analyze, and resolve issues supporting advanced air, space, and cyber technologies, capabilities, and operations. 3. In-depth knowledge of formal declassification processes and actions for Special Access Program information. 4. Expert-level knowledge of Special Access Program core compliance inspection policies, methodologies, evaluation criteria and processes for both government and contractor operations. 5. Polished understanding of the responsibilities and critical interdependencies of Special Access Program security leadership roles to include: Program Security Officer, Government SAP Security Officer, Contractor Program Security Officer, and SAP Personnel Security Official. Relevant demonstrated experience fulfilling one or more of these roles is critical to enable an appropriate frame of reference for why items are needed/required when requests come into the DAF SAPCO. 6. Practiced in the development of disestablishment plans when the determination has been made to terminate, cancel, or transition an SAP. Expertise in the creation of Special Access Program support agreements, Memorandums of Agreement, and Memorandums of Understanding supporting DAF participation with other DoD agencies. Demonstrated background in supporting DoD and Intelligence Community (IC) space portfolios involving classified efforts. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
