DESCRIPTION OF WORK
In this role, you will support the environmental review and approval processes to ensure that all design, construction, and maintenance activities comply with state and federal laws, as well as local environmental regulations. This includes oversight of flood control projects, storm water facilities, and structural designs. You will evaluate the environmental impacts of both proposed and existing transportation facilities, focusing on aspects such as landforms, air quality, noise, water quality, land use, cultural resources, socio-economic factors, scenic rivers, erosion control, wetlands, and endangered species. Additionally, you will help prepare various environmental documents.
You will participate in scoping field views and communicate the necessary effort for preparing environmental documents to design or consulting firms. Your responsibilities will also include conducting fieldwork, such as identifying and delineating wetlands; surveying for threatened and endangered species; performing phase I waste investigations; evaluating construction waste and borrow sites; assessing erosion and sedimentation controls; inspecting storm water facilities; and assisting field personnel in addressing construction and maintenance issues.
You will also lead the Strategic Environmental Management Program (SEMP), with a focus on ensuring adherence to regulatory standards. This entails cultivating and sustaining a comprehensive understanding of the SEMP. Additionally, you will facilitate the execution of the districts SEMP management team and oversee the county SEMP teams and auditing groups.
Work Schedule and Additional Information:
Full-time employment
Work hours are 7:00 AM to 3:00 PM, Monday – Friday, with 30-minute lunch.
Telework: You may have the opportunity to work from home (telework) part-time after successful completion of a probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Clearfield.
Salary:In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
Two years of professional experience in local, regional, or state environmental planning; or
A Bachelors degree in planning or environmental planning; and one year of professional experience in local, regional, or state environmental planning; or
A Masters degree in environmental planning; or
Any equivalent combination of experience and training.
Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
