Summary The Office of Inspector General is an independent office within the EPA that helps the agency protect the environment in a more efficient & cost effective manner. We perform audits, evaluations, & investigations of the EPA to promote economy, efficiency, and to prevent and detect fraud, waste and abuse. We strive to provide solutions to problems that ultimately result in making America a cleaner and healthier place. Responsibilities This position is located in the Office of Inspector General, Immediate Office. The Office of Inspector General is an independent office within EPA that helps the agency protect the environment in a more efficient and cost-effective manner. We consist of auditors, program analysts, investigators, and others with extensive expertise. Although we are a part of EPA, Congress provides us with our funding separate from the agency, to ensure our independence. Develops and implements strategic plans and provides technical advice as a subject matter expert to senior leaders regarding audits, inspections, evaluations, and investigations related to the oversight of the Infrastructure Investment and Jobs Act, IIJA. Serves as a SME to senior leadership in determining priorities on IIJA-related matters, initiatives, and goals and implements effective measures that enhance processes and increase the programs efficiency. Plans and initiates a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance. Manages short- and long-range planning activities that include multi-year work plans for IIJA projects. Directs the management and delivery of business operations and logistical support functions by setting policies, establishing procedures, and evaluating outcomes for IIJA related tasks. Initiate, recommend, design, and implement significant program improvements and other enhancements to streamline operations, optimize effectiveness in meeting established goals and objectives, improve the impact of programs, and resolve longstanding systemic issues. Qualifications The incumbent will: Establish program objectives to ensure that organizational goals and requirements are met; AND Develop short and long-term plans, policies and directives, and guidance to support organizational priorities and program requirements; AND Analyze program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Applicant must possess one (1) year of specialized experience equivalent to the next lower grade of GS-15 or equivalent band level of responsibility in the Federal Service. To qualify for the GS-15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: 1) Experience establishing program objectives to ensure that organizational goals and requirements are met; AND 2) Experience developing short and long-term plans, policies and directives, and guidance to support organizational priorities and program requirements; AND 3) Experience in the analysis of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements.
