Visit www.atf.gov Responsibilities This position is located under the Office of Field Operations – Programs, National Center for Explosives and Training Research (NCETR), National Fire Academy, Fire Investigation & Arson Enforcement Division (FIAED) Fire Programs and Training Branch, located in Emmitsburg, Maryland. Overseeing a FIAED branch and leads the effort to develop and implement program material, practices, processes, and investigative operations in the field. This is done in coordination with other personnel within the branch and personnel throughout field operations directorate. Responsible for the coordination of multiple programs that have national and inter-divisional implications; oversees long-range plans, projects, and resource priorities for the program; and makes recommendations affecting policy formulation and program efficiency and effectiveness. Integrates the Bureaus mission requirements within the defined structure of NCETR and developing a comprehensive understanding of the unique structuring in areas of responsibility of NCETR is paramount to success. For this reason, the incumbent must possess the ability to interact with members of partner organizations at a variety of supervisory levels. Is best suited by having a working knowledge of NCETR, FIAED, and the National Fire Academy as individual entities and inherent partners. Teaches complex fire investigative techniques, procedures, and policies and to ensure that course content and materials presented remain in touch with the realities of the current and ever-changing environment in which students will be working. Critiques and requests curriculum updates on ever-changing issues affecting criminal enforcement training activities and creates new, unique, and advanced training programs for agents. Designs new, unique, and unprecedented training experiences to aid in the development of new agents to function in a team environment, maximizing the efficiency and effectiveness of both occupations by utilizing a “one-Bureau” concept approach. Develops programs and courses in the criminal enforcement arena to provide functional oversight and direction for criminal enforcement training activities programs; to conduct criminal investigative activities. Qualifications To qualify for GS-14, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-13. Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience include: Understanding of policies, procedures, investigative techniques, judicial requirements, and jurisdiction training, protocols, laws, regulations, policies, and procedures relating to ATFs criminal enforcement responsibilities; AND Understanding and proper application of strategies for a wide range of operational activities; AND Assisting with forecasting budgets, reviewing and revising training material and curriculum, and providing short- and long-range goal projections for the FPTB; AND Familiarly with all matters pertaining to arson enforcement field operations, to include policies, procedures, responsibilities, and objectives for both enforcement and administrative issues. Certified Fire Investigator experience is preferred but not required.
