Summary The Business Manager position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Services Network 23 (VISN 23), at the St. Cloud VA Medical Center (V AMC) in St. Cloud, Minnesota; reports directly to the Associate Medical Center Director. S/he works at a level 3 hospital which offers a comprehensive range of services including internal medicine, general surgery, audiology, dental, optometry, womens health, and rehabilitation, etc. Responsibilities Major duties include, but are not limited to: Direct oversight of all Health Administration Service (HAS) activities. Formulating and issuing policy related to patient administration. Developing and maintaining a comprehensive patient administration program providing services and technical counsel. Responsible for developing long, mid, and short-range plans to ensure efficient and effective medical administration operations. Serves as the subject matter expert for all medical center staff concerning eligibility and enrollment for medical care. Formulates and implements administrative and clerical procedures to ensure expeditious and efficient processing of work and in-service training. Conducts bed utilization studies, analyses and evaluations including the facility workload report. Provides administrative processing necessary for admissions, discharge and transfers of patients. Evaluates patient and public attitudes towards the Medical Center. Represents the Medical Center through presentations at public functions, participation in community programs affecting veterans, and attendance at special meetings. Work Schedule: Monday – Friday, 8:00am – 4:30pm. Compressed/Flexible: Not authorized. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade, GS-12, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: familiarity with providing oversight, guidance, and auditing of medical facility programs (i.e. Health Information Management, Member Services, and Veterans Transportation Service (VTS)); familiar with policy relating to patient administration; sound administrative practices; defining roles and responsibilities; and compliance with and enforcing applicable laws; developing and maintaining a patient administration program; providing services and technical counseling to meet procedural, legal, and administrative requirements relating to the care and treatment of patients. Preferred Experience: Leadership skills, ability to build coalitions, and strong communicator. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary but also demands some standing, walking, bending, lifting, and carrying of charts, clinical folders, forms, and miscellaneous supplies to various locations within the medical center. The incumbent frequently walks to various parts of the medical center including patient care areas; from time to time this may include interaction with individuals with infections and potential contagious conditions. Work Environment: The work environment involves every day risks or discomforts associated with normal safety precautions typical of an office and medical center. When in patient care environments some additional risk may be experienced. There is generally adequate light, temperature control and ventilation in the work area. May require occasional travel.
