Summary This Deputy Financial Manager position is within the Finance services at the VA Central Western Massachusetts Healthcare System, located in Leeds, MA. This position is full time at 40 hours per week. Responsibilities Duties include, but are not limited to: Provides leadership and financial services to a large complex healthcare system. Responsible for fund maintenance of programs, appropriateness of expenditures, collection of funds, and ensuring the fiscal integrity of all financial records at the medical facility. Effective financial management is necessary to support the fundamental mission of the medical facility which is to provide acute care, outpatient care, and long-term care for Veterans through general health/medical programs, various medical specialty services, and allied health services. Works jointly and in conjunction with the CFO in formulation, development, preparation, and execution of the annual budget plans and in administering the medical centers financial management program and special purpose fund program which contributes 50 percent of the positions time. In significantly challenging situations, the incumbent makes the necessary determination as to the accounting, statistical, or fiscal/administrative procedures and techniques that will be employed to meet customer expectations. Administers an accounting system designed to track, reconcile, and report on agency administered programs and/or appropriations for which the agency has legislative oversight responsibility. Assisting the CFO in carrying out the duties and responsibilities for all the technical processes of budget formulation, development, review and execution, which entails planning, coordinating, monitoring, and controlling expenditures. Coordinating studies and analyzes operations of systems on a continuous basis and coordinates special analytical reports, charts, and graphs for management. Works with the CFO on interpretation of program objectives and developing procedures to attain these objectives, resolving Fiscal Service operating challenges, making decisions on cases which require interpretation of laws, regulation, administrative rules, and organizational policy, with decisions having a material effect upon the planning, coordination, directing, and controlling of departmental objectives. Performs duties associated with examining financial books, records, etc., to provide recommendations to improve productivity, cost-effectiveness, and quality of work processes. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. The Selective Placement Factor is experience in the Federal Government Service that includes budgeting/financing, accounting, budgetary and fiscal administrative procedures, project management, statistical and analytical processes and utilization of Microsoft Dynamic, Microsoft Office Suite and Internet databases. The candidate must meet this Selective Factor in order to be referred for this vacancy. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience performing the normal duties of an Assistant Chief Financial Officer or CFO, providing leadership, coordination, and hands-on processing for daily quality management of fiscal services provided and continuously reviews and improves the Fiscal Service Quality Management program review process. This specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service. AND Education: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”) OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants background must also include one of the following:Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements.
