The primary purpose of this position is: To serve as the Chief of the Diplomatic Missions Protocol Program, to provide Special Airlift Mission support to the President of the United States and visiting foreign and domestic dignitaries. Responsibilities Serves as Chief of Protocol for Diplomatic Missions responsible for planning, coordinating, and executing visits by distinguished persons. Manages, plans, organizes and executes the ceremonial activities for high level domestic aircraft. Manages the Distinguished Visitors Lounge with a team of officers, enlisted, and civilian personnel. Serves as lead evaluator for all functions in the flight line training program. Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT CONTINUED: This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1) establishing and maintaining effective working relationships with visiting individuals and groups, working simultaneous tasks with great flexibility using creative and innovative methods in order to quickly adapt within demanding time schedules and/or with limited resources; (2) extensive knowledge of protocol and etiquette to plan and carry out a variety of special functions for distinguished high-level domestic and foreign diplomats and the 89th Airlift Wing; (3) escorting large numbers of vehicles such as Presidential motorcades and support vehicles, and positioning them on the airfield appropriately; (4) displaying tact and diplomacy to insure proper honors and courtesies are extended and to resolve mission problems as they occur; (5) coordinating and consolidating initiatives, plans, and actions into an integrated protocol program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of, and ability to work effectively with other organizations as necessary to manages, plan, organize and direct the execution of foreign and domestic DV airlift missions. 2. Knowledge of aircraft servicing requirements, i.e. aircraft servicing personnel, fueling, waste removal, towing, parking, cargo loading and unloading. etc., for a wide variety of aircraft. 3. Highly skilled in the application of national, international, DoD and agency policy, practices and procedures regarding protocol and diplomacy. Knowledge gained in an Air Force protocol office is highly desirable. 4. Extensive knowledge of the mission, responsibilities, and limitations of numerous agencies such as Base Operations, Command Post, Secret Service, Security Forces, State Department Protocol, Customs, Immigrations, and embassies. 5. Skill in communicating effectively with other organizations as necessary to manage, plan, organize, and execute a wide variety of ceremonial events. 6. Skill in gathering, evaluating and interpreting information to arrive at valid conclusions and make sound decisions and recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
