Job Description

This position serves as the Public Information and Outreach Section Manager and is responsible for the coordination and direction of all internal and external public information and outreach programs for the Michigan State Police, Emergency Management and Homeland Security Division (MSP/EMHSD). This position oversees not only written communications, but also graphic and website design projects, social media, and is responsible for directing the creation and distribution of educational and promotional materials and its various programs and initiatives as it relates to preparedness. This position oversees and directs the Public Information Officer (PIO) and may serve as a Joint Information Center Manager for the State Emergency Operations Center (SEOC) as needed, during response to disasters. This position is required to perform all duties in a bias free manner.

The Michigan State Police (MSP) is a full-service policing agency with statewide jurisdiction, providing over 60 different services either directly to Michigan residents or in support of other law enforcement agencies. The MSP personnel most visible to the public are the uniform troopers whose primary responsibilities include traffic enforcement, crime prevention and investigation, and community engagement and service.

Required Education and Experience

Education

Possession of a bachelors degree in any major.

Preferred: Bachelors degree in communications, journalism, Public Administration or a related field.

Experience

Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

Additional Requirements and Information

This position requires passing a pre-employment screening, including passing a drug screen, criminal history background check, and a fingerprint check by the Michigan State Police.

Vacation and Sick Leave:Eligible full-time employees receive between15 and 35 personal daysand13 sick daysper year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.

Paid Parental Leave:Eligible employees can take12 weeks of paid leaveimmediately after a birth or adoption to allow needed time together at home with a new child.

Paid Holidays:Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.

Bonus Programs:Eligible employees with five years of service also receive annual longevity bonuses that grow as seniority increases. Some positions also may qualify for recruitment, retention, and performance bonuses or other special pay premiums.

Military Pay Differential:Employees in the guard or reserves may also qualify for supplemental pay benefits if miliary pay during qualifying duty is less than normal state pay. Prior military service may also allow seniority credits to accelerate eligibility for longevity bonuses and additional personal leave accrual.
