How your work would contribute to our organization and the Twin Cities region:

TheBusiness Systems Analyst 2 researches, plans, designs, implements and maintains efficient business system capabilities and solutions to support Asset Management functions within Environmental Services (ES) and across the Council. This includes business functions and processes that use Oracle Work and Asset Management (WAM), UKG (Kronos), RFGen, and mobile applications as well as the integrations and interdependencies with other Council systems such as PeopleSoft Financials and HRMS. The BSA 2 provides subject matter expertise to projects and Business Units that interface with these systems.

What you would do in this job

Applies knowledge of business practices to analyze work processes and provide customer-driven solutions to increase effectiveness and efficiency.

Maximizes the use of the Enterprise Asset Management system by utilizing its capabilities to support workflow requirements, innovations, automation, and integrations with other applications.

Analyzes business requirements and develops plans to translate them into solutions utilizing system capabilities.

Applies knowledge of enterprise-wide application systems to lead projects of moderate complexity within Environmental Services. Supports definition of project scope, objectives, deliverables, and timelines.

Serves as a resource for professional and technical staff, and to departmental customers on all aspects of the Asset Management department’s systems.

Develops, coordinates, and implements plans to test business and functional processes during system development and quality assurance testing.

Develops and updates training curriculum and materials and conducts formal training sessions for system customers.

Acts as an Environmental Services Subject Matter Expert in support of relevant Council-wide programs and projects.

Be the Environmental Services’ subject matter expert for the planning and implementation of an impending replacement Enterprise Asset Management System.

What education and experience are required for this job (minimum qualifications)

Bachelors degree or higher in management information systems, business administration, or related fieldAND (3) years of experience in business systems analysis, or related experienceWITH a minimum of one (1) year performing configurations and modifications within an enterprise business application.

OR

Associate degree in management information systems, or a related fieldAND Five (5) years of experience in business systems analysis or related analytical experienceWITHa minimum of one (1) year performing configurations and modifications within an enterprise business application.

OR

High School Diploma or GEDANDSeven (7) years of experience in business systems analysis or related fieldWITHa minimum of one (1) year performing configurations and modifications within an enterprise business application.

What additional skills and experience would be helpful in this job (desired qualifications):

Knowledge of and experience working with relational database technology (e.g., Oracle, SQL Server), writing queries, and extracting data.

Experience with processes, methods, and techniques to analyze and evaluate business operations.

Working knowledge of project management principles.

Experience with reporting tools such as MS Power BI, Business Objects, etc.

Knowledge of Asset Management practices and/or Computerized Maintenance Management System (CMMS) processes.

Skill in written and verbal communication skills and the ability to communicate with a diverse group of customers and teams at all levels of the Council to accomplish project, team, and individual work goals.

Experience working and collaborating in diverse, multicultural, and inclusive environments.

What knowledge, skills, and abilities you should have within the first six months on the job:

Ability to recommend and promote best practices in the use of Oracle WAM.

Ability to represent ES in Council-wide projects related to current Asset Management systems.

Knowledge of interdepartmental and council-wide processes, procedures, and requirements concerning administrative functions including Asset Management, Procurement, and Timekeeping.

Ability to respond to common inquiries or complaints from customers.

Ability to effectively present information to management, public groups, or Senior Leaders.

Full Salary Range: $36.61 – $59.38 hourly / $76.149 – $123,510 annually
