Facility Security Officer (FSO)

Primary Place of Performance: Hybrid – Springfield, VA (2 days per week in the office)

Employment Type: Full-time

Mandatory Requirements: U.S. Citizenship and TS/SCI Clearance

JFL is looking for an experienced Facility Security Officer to oversee our corporate security systems and procedures, as well as SCIF accreditations and facility clearances. The FSO will play a crucial role in maintaining and improving the security posture of our small business government contracting firm. The ideal candidate will have comprehensive knowledge of security regulations, especially the National Industrial Security Program Operating Manual (NISPOM), and will demonstrate a proactive approach to ensuring compliance. The FSO will be responsible for all security-related matters, focusing on obtaining and maintaining our Facility Clearance (FCL), including the transition to a holding FCL. Additionally, the FSO will manage all aspects of personnel clearances (PCLs).

Required Skills and Qualifications:

Facility Security Officer (FSO) Certification.

3 years as an FSO or Assistant FSO.

Experience working with Defense Information Security System (DISS), National Industrial Security System (NISS), (NBIS).

Experience with protection requirements for handling and safeguarding Controlled Unclassified Information and Classified information.

Strong working knowledge of SF-86, SF-312, DD-254, DD-441, DD-441-1, SF-328, and other government-required forms.

Strong working knowledge of CFR 32, Part 117, National Industrial Security Operating Manual (NISPOM).

Strong communications skills, both oral and written, with great attention to detail.

Excellent social, communication problem solving, and leadership skills.

In-depth knowledge of NISPOM, 32 CFR Part 117, and other relevant security regulations.

Familiarity with DCSA requirements and processes.

Strong understanding of information systems security and cybersecurity principles.

Proven ability to manage multiple priorities and meet deadlines.

Duties to Include but not limited to:

Develop, implement, and oversee all aspects of the companys industrial security program in compliance with NISPOM and 32 CFR Part 117.

Serve as the primary liaison between the company and government agencies or prime contractors on security matters.

Manage personnel security clearances, including initiation, maintenance, and termination processes.

Conduct security training and awareness training for all cleared employees.

Oversee and maintain physical security measures for classified information and materials.

Ensure proper handling, storage, and destruction of classified information.

Coordinate and manage security audits and inspections.

Investigate and report security violations or vulnerabilities.

Stay current with changes in security regulations and implement necessary program adjustments.

Maintain accurate security records and prepare required reports.

Provide security support to Human Resources, Contracts, Internal IT, Operations, and Proposal teams.

Processing Visit Access Requests (VARs) and/or Interagency Clearance Verification Forms for personnel to attend classified meetings.

Preparing DD254s for flow down to subcontractors as well as reviewing SF-86, SF-312, DD-441, and SF-328.

Perform other duties as assigned.

Required Education and Experience:

Preferred to have a Bachelor’s degree.

In lieu of a degree, 4 additional years of direct related experience may be substituted.

5 years of experience as an FSO in a government contracting environment

Active Top Secret security clearance

Required:

FSO Program Management for Processing Facilities Certification.

Preferred:

Certification as an Industrial Security Professional (ISP).
