Summary This National Guard position is for a SUPV IT SPECIALIST (INFOSEC), Position Description Number D2354000 and is part of the OH 179 Cyberspace Wing, Ohio Air National Guard. The purpose of this position is to serve as the unit/detachment Commander, in charge of planning, scheduling, controlling, and directing all unit functions. Incumbent performs analytical and evaluative duties related to the business of Cyberspace Operations. Responsibilities As a SUPV IT SPECIALIST (INFOSEC), GS-2210-14, you will perform the following duties: 1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. 2. Manages Cyberspace Operations mission commitments, programs, and projects impacting personnel, equipment, software and services. Develops policies and procedures, short- and long-range plans to satisfy all Cyberspace Operations needs and taskings assigned to the unit. Coordinates program actions with government and commercial entities. Maintains visibility of problem areas, decides best course of action to provide capabilities and meet objectives. Acts as the point of contact for interpretation of policy and procedural matters and for resolving ambiguities and expanding definitions. Exercises both technical and administrative supervision. Performs such management functions as determining and planning the nature and extent of service required by customers, and planning and coordinating utilization and maintenance of systems and facilities. Evaluates overall effectiveness of the unit. Initiates changes to improve services or meet new requirements. Determines, formulates, and approves budgetary, training, and organizational requirements, as well as communications support requirements. Tracks Cyberspace Operations program activities of other government and private enterprises for data used during the planning process. Maintains cognizance of advances in technology and in Cyberspace Operations through professional reading and by attending classes and seminars in order to make informed decisions. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. MILITARY REQUIREMENTS: Compatible military grade and assignment required within one year of the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard. Applicants who are not currently a member of the Ohio Air National Guard must be eligible for immediate membership. Military Grades: O-5 through O-6, promotable to O-6 You must provide a letter from FSS certifying that you are eligible for promotion to O-6. Failure to submit letter showing promotion eligibility will automatically disqualify you for this position. For positions requiring the operation of motor vehicles, candidates must have a valid state drivers license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. Qualifications SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade, including the following: experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. SUPERVISORY EXPERIENCE: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Education Additional Information If serving under an incentive contract, termination of that incentive(s) will occur effective one day prior to your AGR, Permanent Military Technician, or Indefinite Military Technician start date. Temporary Military Technicians will have their incentive terminated if their tour exceeds 179 days in a continuous 12-month period.
