Deputy Register of Deeds I

## Primary Purpose

This position performs specialized and skilled work of a technical and legal nature in the office of the Register of Deeds. This position requires excellent customer service skills and the ability to work well with others in a close environment. Great attention to detail and accuracy is a must.

## Essential Functions

– Works directly and closely with attorneys, lending agencies, paralegals, surveyors, funeral homes, and the general public, among others.
– Works with state agencies such as North Carolina Department of Vital Records, and the North Carolina Secretary of State.
– Swears in Notaries Public and issues the proper certificate.
– Issues certified copies of vital records under the strict laws of North Carolina and North Carolina Department of Vital Records.
– Issues marriage licenses, following the laws of the State of North Carolina.
– Processes Military discharges and provides certified copies of same to veterans.
– Processes receipts for monies received.
– Is responsible for their own intake of funds and balancing against the system report at the end of the work day.
– Receives deeds, deeds of trusts, powers of attorney, assignments, agreements, notices, satisfactions, and many other types of important legal documents.
– Verifies statutory prerequisites for recordation of each document.
– Records and indexes above documents according to the North Carolina Minimum Indexing Standards and the North Carolina General Statutes.
– Scans all types of documents into an internal system.
– Is responsible for studying and learning all of the many and varied NC General Statutes that pertain to the Register of Deeds office.
– Is expected to attend training and classes as recommended by the Register.
– Must be able to accept constructive criticism from supervisor as the work here is technical with little to no margin of error.
– Must be proficient in computers and other office equipment.
– Aids public in research, both on the computer and paper records.
– Assists customers with inquiries over the phone, email, and/or in person in matters concerning real estate recordation, obtaining certified vital records, receiving a marriage license, and other requested information.
– After several years of employment, this employee will be expected to attend the Basic Register of Deeds School at the University of North Carolina School of Government in Chapel Hill and pass the examination in order to begin the process of Certification through the North Carolina Association of Registers of Deeds.
– Other duties as requested or assigned by Register or Supervisor
– May be required to serve during times of disaster

## Minimum Education and Experience

– High School Diploma or equivalent
– Minimum of two (2) years working with the public in a customer service environment
– Knowledge of Real Estate law is a plus
– Knowledge of North Carolina Notary law is a plus
– Spanish is a plus

## Additional Information

– Ability to operate office machines, including, but not limited to computers.
– Knowledge of standard methods and procedures of a government office.
– Knowledge and use of professional grammar.
– Knowledge of laws, practices, rules, and procedures of the Register of Deeds office.
– Ability to research the North Carolina General Statutes and the Guidebook for Registers of Deeds to locate such laws, rules, and procedures as are necessary in any given situation.
– Ability to problem solve within the scope of responsibility.
– Ability to treat all people as equals.
– Ability to establish and maintain cordial and effective working relationships with coworkers and other contacts.
– Ability to block out noise and movement in a busy office in order to perform the task at hand with no errors.

Physical Requirements

– Must be able to physically perform the basic lif support functions of climbing, stooping, crouching, reaching, standing, walking, lifting, fingering, grasping, talking, hearing, and repetitive motions.
– Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
– Must possess the visual acuity to prepare and analyze figures and data, operate a computer terminal and various microfilming equipment, and do extensive reading and research
