JOB OVERVIEW – The Clinical Services Division emphasizes the importance of prevention and wellness regarding offender mental health treatment by providing evidence-based services to meet the needs of incarcerated individuals who suffer from minor to severe and persistent mental illness, acute emotional disturbances, and prevention of suicide and self-harm. Oversees the planning, implementation and evaluation of evidence based mental health services in accordance with standards and regulations for providing care to incarcerated offenders and as directed by the Clinical Services Division. Provides direction, coordination, and leadership to an assigned team of professionals providing active mental health treatment. Responsibilities include fiscal, clinical supervision and administrative oversight of licensed and unlicensed mental health staff, mental health technicians, therapy interns, and other mental health staff as assigned by the Clinical Services Division. Knowledge of financial, human resource, quality assurance, and facility maintenance principles and practices. Collaborates with Department, facility, contract, and clinical services staff regarding offender care and ensures mental health services are provided and delivered within national standards and Clinical Services Division policies. Knowledge of best practices and current industry standards in facility operations with an emphasis in human relations and fiscal budgetary operations. Demonstrates an active role in Clinical Services Division’s Continuous Quality Improvement meetings. Direct and manage operational activities for a program, including hiring staff, allocating resources, oversee program performance, and manager projects. MINIMUM QUALIFICATIONS Bachelor’s degree from an accredited university in Business Administration, Public Administration, Finance, Human Relations, or related field. Five years of progressive responsible facility level experience in financial management, leadership, or business operations. Three years’ experience managing complex facility programs or systems. A combination of years of managerial experience and related education may be considered in lieu of degree requirements on a case-by-case basis. Strong oral and written presentation skills. PREFERRED QUALIFICATIONS Licensing as a Psychologist, Clinical Social Worker, Professional Counselor (LCSW, LCPC). Two or more years supervisory/management work experience is necessary. Preference may be given to candidates with correctional mental health care experience. Management experience to include direct supervision, organization, or oversight of facility/hospital level programs which may include health care, acute inpatient treatment, mental health programming, co-occurring disorders, quality improvement programs, regulatory compliance, fiscal oversight, and physical plant operations.
