Summary This position is located in Rocky Mountain National Park in the Facilities Management Division. Housing: Government housing may be available on a temporary or permanent basis, but it is not guaranteed. Housing assignments are made though a bid process. Responsibilities This is a Career/Career-Conditional Full-time appointment. Major Duties: The primary purpose of the position is to perform journeyman-level trade work in the activation, operation, and deactivation of park water and wastewater utility systems including wells, treatment plants, distribution systems, storage facilities, buildings (quarters and administrative), comfort stations, pumping stations, and pressurized sewage mains. The incumbent plays a vital role in the planning, installation, operation, and repair of water and wastewater systems in accordance with NPS Directors Order 83 Public Health, Colorado Department of Public Health & Environment and Environmental Protection Agency regulations. Troubleshoot, repair, modify, overhaul, test, calibrate, and install a variety of multi-component industrial and precision instruments and equipment. May be named responsible operator-in-charge at the Facilities Managers discretion for potable water treatment systems as required by State health agency regulations and guidelines promulgated in accordance with the Safe Drinking Water Act, and amendments thereto. Apply the best basic health, sanitary, and mechanical principles and practices to ensure proper operation and maintenance of microbiological arid physical chemical processes for efficient treatment of potable water distribution systems. Responsible for the operation and maintenance of water treatment facilities, water distribution systems, and wastewater collection throughout the park. Perform preventative maintenance on equipment and conduct daily testing of drinking water and wastewater systems in accordance with State and Federal regulations. Perform laboratory duties to ensure water and wastewater are meeting standards. Operates backhoe tractors, sewage pumper truck, dump trucks, and small loaders. Perform duties in accordance with all safety and security regulations and guidelines. Oversee the operation of water and wastewater systems, and use knowledge derived from various sources and experience to maintain and repair water and wastewater plant equipment. Physical Effort: Physical effort is heavy to moderate and requires occasional lifting or handling of objects or materials up to 50-100 pounds, unassisted, following proper lifting procedures to avoid injury. Frequently required to stand while working, climb ladders or scaffolding, and bend, stoop, climb, and work in awkward positions. This requires standing, bending, stooping, kneeling, climbing and working in tiring and cramped positions. Working Conditions: Exposed to a variety of seasonal weather conditions while working outdoors (temperatures -40 to 90 degrees). Subject to danger of falling from ladders or scaffolding. Exposed to dust, dirt, wind, and rain. May work with dangerous chemicals and around moving equipment, paints, solvents, etc. May be exposed to electrical shocks, and biting insects. The incumbents clothing may become soiled from· grease, dust, and chemicals. There is Frequent Exposure to the possibility of cuts, bruises, falling, burns, broken bones and chemical vapors, constant noise, rotating machinery, dust, grease, chemical, oil, fumes, and infectious blood pathogens when working in or about systems. Incumbent may also be exposed to energized circuits, electrical shock, burns, electrical rotary devises, cuts and abrasions from the use of tools and equipment and burns from chemicals. The Incumbent is required to wear prescribed safety equipment and to adhere to safety rules and regulations, and standards as set by OSHA and the Parks established Safety Plan. Snowmobile operation is occasionally required for winter operations at some park locations. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid drivers license is required. You will be required to submit a Motor Vehicle Operators License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid drivers licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You must possess a Colorado Class C Water Treatment license (or other states equivalent) by closing date of this announcement. You must obtain and maintain a Colorado Backflow Assembly Tester Certificate (or equivalent) within 12 months of appointment. You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Do The Work Of The Position Without More Than Normal Supervision. Experience must be demonstrated in at least two of the following trades: Masonry, Electrical, Plumbing, Air Conditioning Equipment Mechanic, Utilities Systems Repair-Operator and Engineering Equipment Operator. (SCREEN OUT) Ability To Interpret Instructions, Specification, etc. (includes blueprints reading) Ability To Use and Maintain Tools and Equipment Knowledge of Equipment Assembly, Installation Repair, etc. Knowledge of materials Technical Practices (theoretical precise, artistic) Use of Measuring Instruments If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration.
