First Division Consulting is hiring a Senior Radar Subject Matter Expert to support our customer at the Department of Defense’s (DoD) Military Aviation and Installation Assurance Siting Clearinghouse. The Clearinghouse is responsible for reviewing, approving, and tracking proposed utility-scale energy projects (e.g., wind turbines) that may have the potential to impact DoD test and training ranges, operating areas, and airspaces.

This position will manage efforts concerning the analysis of and recommendations for improvements to models for wind turbine impacts on long-range, navigational, and over-the-horizon radars, as well as the operational impacts caused by this interference. The selected applicant will be responsible for:

Organizing technical interchanges and assisting with research and development project planning to include Modeling & Simulation assessment tools.

Preparing technical documents and providing briefings and expert opinions related to these efforts.

Generating expert-level written and verbal communications for audiences at the senior levels of government, congressional staff, and technical subject matter expert level; May be called upon to demonstrate versatility and ability to adapt to dynamic senior-level headquarters operations tempo.

Participating in the interagency Wind Turbine Radar Interference Mitigation (WTRIM) Working Group, including preparing for and participating in formal status review meetings.

Working with state/local/county government to provide the DoD with improved statutory and regulatory protections from encroachment.

Collating and preparing responses on the DoD’s assessment of energy projects to the energy industry, project developers, or federal, state, and local agencies.

Preparing reports for the Clearinghouse Board of Directors, Mitigation Oversight Committee, Office of the Deputy Secretary of Defense, and Congress.

Reviewing Federal policy; developing briefing and outreach materials; writing press releases and articles; and representing the Clearinghouse at outreach events for government, military, and general public audiences.

The ideal candidate will be able to demonstrate the following:

Operational experience in the employment of radars and assignments that included developmental and operational testing of radars.

Engineering experience developing new or upgraded operationally employed search radars (not specialized or one-of-a-kind radars such as ROTHR or ADAMS).

Familiarity with the Major Range Test and Facility Base ranges used for radar testing or employment (e.g., Patuxent River, Eglin AFB, Edwards AFB, China Lake, etc.).

Salary at First Division Consulting is determined by various factors, including but not limited to location, a candidates specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current salary range for this position will be $130,000 to $160,000.

Requirements

Bachelor’s degree, plus a minimum of eleven (11) years of relevant experience, including experience with Federal program/project management.

An active DoD SECRET clearance is required to start. Applicant selected may be subject to a security investigation and must meet eligibility requirements for access to classified information.

Must be well versed in military radar systems including at a technical system level.

Must have operational experience in the employment of radars and assignments that included developmental and operational testing of radars.

Must have demonstrated experience in writing/reading contractual technical language that outlines requirements, funding estimation, and scheduling.

Administrative capability in developing spreadsheets, power points, and scheduling.

Physical Requirements:

While performing the duties of this job, the employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.

Specific vision abilities required by this job include close vision requirements due to computer work.

Light to moderate lifting may be required.

Regular, predictable attendance is required.
