Program Financial Analyst

The Financial Analyst is responsible for a full range of activities to collect, review and analyze information, and identify business trends and problems. Develop recommendations to solve problems and issues related to business solutions that enable assigned COE or program to control costs or improve efficiency to achieve business goals.

Principal Accountabilities

(Typical duties include the following, although specific duties vary by assignment or contract)

Work with the site management team to support the accounting and financial activities at the site level in support of the Program.

Support accounting and reporting activities (CDRLs), financial billing accuracy, and Performance Measurement Baseline (PMB) activities.

Establish, maintain, and report Earned Value Management System (EVMS) metrics on contract mission sets at the site level to program level management.

Ensure accuracy of business and financial information such as traceability of current expenditures to appropriate contract line item number (CLIN) / Sub-contract line item number (SLIN) level.

Maintain daily burn rate data analysis for cost control and tractability to approved Activity Cost Estimates Forms (ACEFs) and Independent Government Cost Estimates (IGCEs) to avoid or identify potential problem areas.

Ensure EVM data is entered into STAMIS tracking system for Financial Accounting, IAW PWS section 3.1.7. Business and Financial Accounting Information.

Perform trend and variance analysis of budgeted (funded) versus actual cost.

Process and submit ACEF data regarding site level requests to Program Management level for accuracy check.

Perform due diligence, research and documentation of transactions.

Provide timely response for CLIN/SLIN de-obligation data upon request.

Comply with federal, state and local employment laws, as well as applicable regulations and standards.

Minimum Requirements

Bachelor’s degree in business, finance, process improvement or other related area, or equivalent experience.

Three (3) years’ experience in business analysis or process improvement.

Ability to obtain and maintain a US Government Security Clearance, NAC-I T1 Public Trust. US Citizenship is required to obtain a T1/CAC NACI Clearance.
