Team (Project) Introduction
The Enterprise Security Architecture (ESA) project is a comprehensive initiative by the Department of Veterans Affairs (VA) to enhance and secure its IT infrastructure. The project focuses on developing a unified security architecture that integrates new and emerging technologies, such as cloud computing, IoT, and AI, while ensuring compliance with federal cybersecurity standards. The goal of the ESA project is to protect the VAs information systems and data, ensuring the confidentiality, integrity, and availability of critical information while supporting the VAs mission to provide secure, reliable services to Veterans.
9th Way Insignia is seeking an experienced Technical Program Manager, Senior Architect to lead a portfolio of security-focused IT projects within the federal government sector. The successful candidate will manage complex enterprise security architecture initiatives, DevSecOps processes, and quantum-resistant cryptography projects while ensuring compliance with government regulations. This role is critical in driving successful outcomes across the systems development life cycle, strategic network engineering, and business process reengineering for large-scale IT projects.

Responsibilities
ESA Project Management: Oversee the planning, execution, and delivery of the Enterprise Security Architecture (ESA) project, ensuring all milestones and deliverables are met according to the VAs standards and timelines.
Technical Leadership: Provide expert guidance and leadership in the technical aspects of the ESA project, ensuring the architecture design aligns with the VAs strategic objectives and security requirements.
Project Coordination: Coordinate across multiple teams, including IT, security, compliance, and external vendors, to ensure seamless integration and collaboration throughout the ESA project lifecycle.
Risk and Issue Management: Identify, assess, and manage risks and issues related to the ESA project, implementing mitigation strategies to minimize impact on project scope, schedule, and budget.
Stakeholder Communication: Serve as the primary point of contact for stakeholders, including VA leadership and technical teams, ensuring clear communication of project progress, challenges, and solutions.
Architecture Design Oversight: Oversee the development and refinement of the ESA framework, ensuring that all technical aspects, including cloud, mobile, IoT, APIs, AI, and emerging technologies, are effectively integrated.
Documentation and Reporting: Ensure comprehensive project documentation, including technical designs, network topology diagrams, and project status reports, are maintained and communicated to relevant stakeholders.
Budget and Resource Management: Manage the project budget and resources, ensuring that the ESA project is delivered on time and within financial constraints while maintaining high standards of quality.
Vendor and Contractor Management: Oversee the work of external vendors and contractors involved in the ESA project, ensuring their deliverables meet VA standards and project requirements.
Compliance and Security Integration: Ensure that the ESA project adheres to all relevant federal regulations, security frameworks, and VA policies, integrating security best practices int every stage of the project.
Performance Monitoring and Optimization: Monitor project performance, conducting regular reviews to ensure that project objectives are being met, and making adjustments as necessary to optimize outcomes.
Training and Knowledge Transfer: Facilitate training sessions and knowledge transfer activities to ensure that VA technical teams are fully equipped to manage and maintain the ESA once the project is completed.
Continuous Improvement: Promote a culture of continuous improvement within the project team, identifying opportunities to enhance project processes, tools, and methodologies.
Requirements
Expertise identifying and mitigating risks.
Expertise tracking and managing costs, schedule, and performance progress.
Demonstrated success as a PM for security projects.
Demonstrated success in agile development, specifically Lean and/or Kanban.
Possession of Project Management Professional certification, including all continuing education credits, is desired.
Bachelors degree in computer science, information technology, engineering, or a related field.
Masters degree or PMP certification is preferred.

Proven track record of successfully delivering complex, cross-functional technology programs on time and within budget.
Strong understanding of IT systems, infrastructure, and emerging technologies, including cloud computing, cybersecurity, and enterprise architecture.
Proficiency in program management tools and methodologies, such as Agile, Scrum, and Waterfall.
Exceptional leadership and team management skills, with the ability to motivate and guide cross-functional teams towards successful outcomes.

Excellent verbal and written communication skills, with the ability to effectively convey technical information to non-technical stakeholders.
Experience in preparing and delivering presentations, reports, and other program-related documentation.

Ability to analyze complex technical and business requirements and translate them into actionable program plans.

Experience in building and maintaining strong relationships with internal and external stakeholders.
Salary Range
The salary range for this position is $101,188 – $143.836.
