Job Description:

Northrop Grumman Mission Systems has an opening for a Principal Supply Chain Subcontract Specialist to join our team of qualified, diverse individuals. This position is in San Diego, CA , but can be remote for San Deigo residents. If you are not local to the San Diego area or willing to relocate on your own your application will not be considered at this time.

Essential Functions:

o In support of the Mission Systems portfolio of programs, develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.

o Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.

o Negotiates and coordinates additions, deletions, or modifications to subcontracts.

o Responsible for source selection from contract proposal to execution phases. Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.

o In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.

o Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.

o Employs sound business practices and assesses supplier performance as part of follow-up activities.

o Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Manages and develops strategic/key suppliers.

o Reviews and approves supplier payment as needed.

o Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.

Basic Qualifications:

Bachelor’s Degree from an accredited university and 5 or more years of subcontracts, supplier management, procurement or project management experience OR Master’s Degree from an accredited university with 3 or more year experience listed above

Working knowledge of FAR and DFARS regulations.

Skilled in Microsoft Office Programs (Word, Excel, Outlook, PowerPoint)

Ability to obtain DoD Secret clearance, if applicable.

Preferred Qualifications:

Degree with focused studies in Supply Chain Management.

Experience with management of complex subcontracts.

Experience with negotiations of complex contract types, including inventive fee type contracts

Ability and experience presenting to a variety of audiences, including senior leadership, internal and external stakeholders.

Ability to effectively work with Supplier Management Team (SMT).

Experience issuing and managing purchase orders/subcontracts from beginning to end of life cycle.

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. Salary Range: $80,600 – $133,100

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current market conditions.
