The primary purpose of this position is: To perform duties as the Tactical Data Link Manager (TDLM), ensure quality assurance in TDL products, security advisor, and facility/equipment specialist for the 15th Wing Weapons and Tactics flight (OSK). Responsibilities 15th Wing Tactical Data Link Manager, technical expert and advisor to leadership on Tactical Data Link (TDL) operation, maintenance, and equipment. Establishes, develops, and maintains effective work relationships. Represents the Tactical Datalink Office (TDLO) within Weapons and Tactics (OSK) with a variety of installation and functional area organizations. Duties as assigned by the Commander. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, “Screening the Ready Reserve,”) This is a Temporary position NTE ONE YEAR. The individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using “Reinstatement” eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. Completion of the Joint Multi-TDL School (JMTS) JT-220 Link Unit Manager (LUM) Course is mandatory within 6 months of appointment. Applicants who have completed JT-201 Multi-TDL Link Planners Course and above are exempt from this training requirement. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-09 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Which includes Tactical Data Link Manager qualified expert knowledgeable of a comprehensive range of TDL concepts, principles, and systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of joint services TDL systems and equipment for application to difficult and complex situations and problems that have no clear precedent. Extensive knowledge of military command structures at the tactical and operational levels of war. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. or LL.M., if related NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time–in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledgeable and Qualified of Tactical Data Link concepts, principles, and practices of specific systems/equipment. Knowledge of required security and safety regulations, practices, and procedures. Knowledge of the mission, roles, functions, organizational structures, and operations of Coalition, Joint and Air Force TDL capable weapon systems to provide guidance for interoperability in joint and allied/coalition operations. Skill in providing technical advice in the form of oral and written briefings, reports, and recommendations to senior leadership and technicians. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; as well as identifying and analyzing complex technical problems and developing innovative solutions; Ability to plan, organize, and direct the functions of an organization and associate organizations, and reprioritize work to meet changing deadlines. Ability to develop and conduct training to ensure proper operation of TDL systems and equipment; and communicate well, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
