Overview
The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).
Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.
This position is essential to managing the development and securing the approvals of thousands of federal and non-federal PNNL sponsor funding actions that are necessary to start the lab’s cutting-edge research.
Performs work effort under the general supervision of the Funding & Agreements Team Leader or other members of the Funding & Agreements team.
Executes routine actions to add funding or time to projects, closeout projects, or answer questions about the funding on projects.
Represent the Funding Contract Services division to various internal customers including PNNL Project Managers, Financial Coordinators, Business Office staff, Legal, Project Management Office Directors, Sponsors, Accounts Receivable, Proposals Teams, and other subject matter experts. Regularly interact with Department of Energy (DOE) federal oversight representatives as well as PNNL sponsors.
Responsibilities
Finance & Accounting performs a variety of financial and/or accounting activities, which may include the maintenance, control, analysis and development of complex financial/accounting records, reports and systems and their ongoing support. Provide or assist in business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and sound business practices. Adheres to and communicates business policies and procedures, including training and interpretation for the various organizations supported.
Qualifications
Minimum Qualifications:
BS/BA and 2 years of relevant work experience -OR-
MS/MA or higher
Preferred Qualifications:
Experience with PNNL business systems and processes, specifically the Work Authorization & Lifecycle System (WALS)
Advanced knowledge of software including Microsoft Word, Microsoft Excel, Microsoft Access, and Power BI.
Experience supporting PNNL’s Research Directorates in the proposal/funding processes, supporting project execution, and project closeout.
Experience in industry or DOE national laboratories engaging DOE federal oversight on financial and contractual compliance matters.
Knowledge of Cost Accounting Standards, Federal Acquisition Regulations, and Office of Management and Budget Circulars (A-11 and A-123).

HSPD-12 PIV Credential Requirement
In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
Mandatory Requirements
Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle. If you are offered a position at PNNL and currently have any affiliation with the government of one of these countries, you will be required to disclose this information and recuse yourself of that affiliation or receive approval from DOE and Battelle prior to your first day of employment.

Starting pay is calculated from the minimum of the pay range and actual placement in the range is determined based on an individual’s relevant job-related skills, qualifications, and experience. Instead, our compensation offers are determined by the specific requirements of the position, prevailing market trends, applicable collective bargaining agreements, pay equity for the position type, and individual qualifications and skills relevant to the performance of the position.
