We are looking for an experienced Senior Funding and Award Management Specialist to be a part of our talented, inclusive, and supportive Funding & Financing team. Our business provides innovative solutions and integrated planning, design and construction support for clients that are looking to implement critical energy, water, and environmental infrastructure projects. By joining us, you will be able to provide infrastructure for community benefit through regulated utilities, government agencies, and private sector clients.

Evolving regulations and new funding sources and incentives from federal, state, and private entities are driving more innovative, resilient, and integrated infrastructure projects across the country. Black & Veatch is experiencing an increased demand from clients for integrated funding solutions. This position represents a strategic business opportunity for Black & Veatch. The Senior Funding and Award Management Specialist will help the company grow its market share by staying abreast of evolving state and federal regulations and linking them to existing, new and alternative funding sources.

The Senior Funding and Award Management Specialist will develop funding evaluations for clients, lead the development of grant and loan applications, provide support for award management, and help expand B&Vs alternative funding and financing offering for clients. Key Responsibilities

Support BV clients to anticipate, plan, fund, and implement their critical energy, water, clean energy transportation and other infrastructure initiatives.

Assess and evaluate available sources of funding and financing and anticipate their applicability to existing clients.

Review and analyze the winners of competitive grant programs to anticipate potential business opportunities for Black & Veatch.

Develop recommendations and strategies to provide the optimal combination and leveraging of grant, loan, private, government, and tax credits.

Complete grant and loan applications, with or on behalf of BV clients.

Assist clients in complying with terms and conditions and regulatory requirements linked to funding source such as Build America Buy America, prevailing wages, and 2 CFR 200 and develop grant/loan compliance plans.

Guide clients in aligning elements of specific projects to match the objectives of federal, state and other funding programs.

Support clients in anticipating changing regulations and strategies to address them with innovative funding strategies.

Leverage and build relationships with key infrastructure leaders and alternative funding leaders throughout the US, including clients, regulators, and state and federal grant administrators.

Support Client Directors and Project Managers to integrate alternative funding capabilities and support into our service offerings and proposals.

Support Black & Veatch clients with alternative funding expertise from application through project completion and close.

Management Responsibilities

Preferred Qualifications

5 years of infrastructure funding and financing.

In-depth knowledge of federal and state funding programs, including funding and incentive programs through the Bipartisan Infrastructure Law (BIL) and the Inflation Reduction Act (IRA).

Relationships and experience with federal and state agency funding programs – preferably the Department of Energy (DOE).

Experience overseeing, managing, or implementing award management strategies or project grant compliance plans that include award terms and conditions, compliance reporting, record keeping, and regulatory requirements linked to funding source such as Build America Buy America, prevailing wages and Davis-Bacon Act, and the Uniform Grant Guidance in 2 CFR 200.

Experience in successfully obtaining grants, loans, and other sources of funding for energy, water, and other infrastructure projects (including electrification and decarbonization).

Experience explaining technical requirements of municipal and industrial infrastructure projects.

In-depth knowledge of one or more federal funding programs from DOE, EPA, DOT , USDA, USBR.

In-depth knowledge of state-specific (TX, CA, FL preferred) and regional grant and loan programs.

Understanding of the Build America-Buy America (BABA) requirements in the IIJA and the implications for federally funded projects.

Minimum Qualifications

A minimum total of 8 years of related work experience is typically necessary to move into this level. Graduate work may count as related work experience if directly applicable to job function. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
