This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus five years of experience in information technology, program management, project management or business analysis.

SUBSTITUTIONS:

1. An associate’s degree in information technology will substitute for the baccalaureate degree.

2. Two years of experience or training in information technology will substitute for the baccalaureate degree.

Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:

30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.

90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree.

A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree.”

3. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.”

4. A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis–computer science, electrical engineering, information systems and decision sciences, computer engineering, mathematics, telecommunications, or computer information systems will substitute for up to one year of required experience.

5. A masters degree will substitute for up to one year of required experience.

NOTE:

Multiple specialized degrees and/or masters degrees will substitute for a maximum of one year of required experience.

NOTE:

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Serves as a program administrator for multiple, highly complex statewide information technology projects, products and/or portfolios.

LEVEL OF WORK:

Program Manager.

SUPERVISION RECEIVED:

Direct from a higher-level IT Statewide Senior Program Manager, Director or Administrator. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:

Differs from IT Statewide Senior Program Manager 1 by the presence of responsibility for administering multiple, highly complex statewide information technology projects, products and/or portfolios.

Differs from IT Statewide Senior Program Manager 3 by the absence of responsibility for administering multiple, mission critical statewide information technology projects, products and/or portfolios.

Examples of Work

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the States investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

The Agency Relationship Management section serves as the organizational liaison between the State Chief Information Officer and the agencies served by OTS. The incumbent is responsible for providing the primary line of information technology services on behalf of OTS to an agency with a large data processing need and large employee head count served by OTS. Work directly with the agency executive management team and other OTS sections to identify, plan, implement and maintain information technology initiatives and systems that support the mission of the agency.

50% Support OTS Service Operations by facilitating the service operations relationship between OTS and a designated state agency with a large data processing need

and large employee head count. Engage OTS operational units to maintain awareness of OTS policies, strategies, and objectives in support of agency IT operations and technology and in planning agency IT initiatives. Provide strategic counsel and maintain business relationships between OTS operational units and the agency to facilitate OTS service offerings to the customer at the strategic and tactical levels. Provide support to agency IT operations where capable, ensuring agency IT systems are operational in accordance with agency needs. Communicate scheduled system outages and updates on major incidents affecting a designated agency.

25% Support OTS Service Strategy by identifying and implementing specific strategic agency IT requirements including oversight of technology procurement within DOA

policies for their designated agency. Identify key agency stakeholders, strategic IT requirements, and sufficient funding to provide business cases for potential opportunities to OTS to improve and modernize agency IT systems and platforms. Maintain communications with key agency and OTS operational stakeholders to ensure information dissemination on status of OTS-supported IT operations and initiatives. Serve as single point-of-contact for agency executive management to provide direct support for agency IT operations.

20% Drive continuous service improvement by constantly evaluating the quality of OTS service delivery to designated state agencies. Develop, negotiate, maintain, and monitor OTS services. Report service performance, facilitate reviews on ability to meet strategic objectives, and initiate service improvement plans. Evaluate and respond to customer satisfaction through service reviews, customer feedback, and reports for system reporting.

5% Perform all other tasks, special projects, analysis, studies, and plans as directed.
