The mission of Paper Agency Operations is to serve as a centralized area providing strategic workforce solutions and assistance in the establishment and maintenance of all aspects of human resources matters for a selected group of state agencies called paper agencies.

This position may be eligible to telework (1) day a week.

The position will facilitate and direct Agency leadership crossing all disciplines such as recruitment, classification, and employee relations.

Candidates with experience and demonstrated competency in the use of Microsoft Office Suite (Excel, Word, and PowerPoint) are preferred but not required. The ability to manage and prioritize multiple projects and tasks, and analyze, synthesize, and draw conclusions to make accurate judgments with minimal supervision are also preferred.

This position reports directly to the Human Resources Consultant Supervisor within the Paper Agency Operations Division.

As part of a Career Progression Group, vacancies may be filled from this recruitment as a Human Resources Consultant A, B, or C or Specialist, depending on the level of experience of the selected applicant(s). The selected applicant will be required to serve a minimum one-year probationary period.

There is a special entrance rate (SER) for this job series at State Civil Service:

HR Consultant A – $19.30/hour

HR Consultant B – $20.65/hour

HR Consultant C – $22.82/hour

HR Consultant Specialist – $24.42/hour

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE:

Any college hours or degree must be from an accredited college or university.

Creates all requestions and job postings for a selected group of state agencies.

Evaluates applicant qualifications for classified jobs.

Assists in the review of selected groups of positions to determine the appropriateness of allocations and the equity of pay grade assignments through the application of an established evaluation system.

Processes personnel actions for a selected group of state agencies in a statewide personnel database and audits records for accuracy and adherence to State Civil Service rules.
