Responsibilities You will prepare evaluation strategies, plans and reports using decision analysis techniques, optimization, statistical processes and incorporating modeling and simulation to facilitate the evaluation of systems operational interaction. You will integrate information from developmental and operational testing to provide a holistic assessment of system capabilities and limitations. You will formulate critical evaluation questions and issues, develop measures of effectiveness and performance, and communicate the methodologies used to evaluate the system. You will prepare written reports that are analytically sound while effectively communicating the results of operational test. You will exercise originality and innovation in the application of a broad range of analysis techniques in order to reach valid conclusions concerning the effectiveness and suitability of Marine Corps systems. Requirements Conditions of Employment Qualifications GS-11: Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrated experience independently applying analysis techniques to deduct valid conclusions and present findings to superiors for further decision making; AND experience coordinating efforts of various personnel agencies to include military, civilian and other personnel to achieve common goals. GS-09: Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing assistance with statistical evaluation and analysis techniques to reach valid conclusion; AND experience clearly communicating results via oral and written means, Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1500/operations-research-series-1515/ Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Additional Information ADDITIONAL POSITION DUTY: You will act a representative of the Director for Marine Corps Operational Test and Evaluation Activity (MCOTEA) and provide advice to the operational test project officer on technical and analytic consequences of changing/ omitting previously planned test procedures. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
