Scope:
The Human Resources Generalist will provide support within the HR
Department with performing daily functions in areas including employee
recruitment, hiring and onboarding, administering pay, benefits, and
leave, maintaining confidential Human Resources files and systems,
answering employee questions, enforcing agency policies and practices,
and other administrative duties as needed. This position works closely
with the Human Resources Director to address agency needs regarding
Human Resources.
Summary of Duties/Responsibilities:
– Collaborate with Program Directors to identify and draft detailed
and accurate job descriptions, hiring criteria, and job postings.
– Update and maintain accurate and current job descriptions.
– Performs recruitment activities including posting positions,
advertising, evaluating candidates with managers, coordinate and
participate in interviews as needed, follow-up communications with
candidates and managers, attend and participate in job fairs when
necessary.
– Performs pre-hire and onboarding activities such as preparing offer
letters, pre-employment information, conducting background checks,
and creating the new hire paperwork event within the HRIS system,
and employee eligibility verifications.
– Conducts new hire orientations, process new hires into the HRIS
system, and organizes the onboarding process with managers.
– Enter and maintain accurate data in HRIS system for new, existing,
and terminating employees. Includes maintaining employee personnel
files and records ensuring that all required data is filed and
organized to ensure completion and accuracy.
– Conducts or acquires background checks as required within agency
policies.
– Reviews, tracks, and documents compliance with mandatory and
non-mandatory training. This may include new hire training, safety
training, anti-harassment training, and mandated reporter training.
– Performs routine tasks required to administer and execute human
resources programs including but not limited to staffing changes;
compensation; administration of benefits and leave; disciplinary
matters; disputes and investigations; performance management system;
employee injury reporting; workers compensation claims, occupational
health and safety; unemployment; training and development; moral;
and employee recognition.
– Assists the HR team in performing administrative tasks in supporting
the NEKCA board. This includes assembling and distributing board
packets, assisting in the maintenance of the board calendar and
board listings. Also includes attending full-board meetings and/or
committee meetings and transcribing meeting minutes.
– Update and maintain documentation of systems and procedures for the
Human Resource department.
– Provides explanations and interpretations of NEKCA policy and
procedures. Handles employment-related inquiries from applicants,
employees, and managers, referring complex and/or sensitive matters
to the appropriate staff.
– Assists the Human Resources Director and Program Directors in
addressing personnel issues. May involve coaching and leadership;
performing administrative tasks; and attending and/or participating
in employee disciplinary meetings, terminations, and investigations.
– Supports agency-wide information meetings such as benefit year open
enrollment, announcement of benefits plan changes, etc. May involve
participating in any of NEKCAs committee-oriented meetings.
– Performs timely and accurate submission of data and reporting
including but not limited to third party req ests; Department of
Labor; insurance carriers; auditors; mandatory reports; employment
and/or separation verifications; and performing internal reviews and
other compliance reviews.
– Ensures compliance with federal, state, local employment laws and
regulations, and agency policies.
– Maintains knowledge of trends, best practices, regulatory changes,
and new technologies in human resources, talent management, and
employment law.
– Performs other duties as assigned.
