Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Combined Surface Maintenance Shop (CSMS), Windsor Locks, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard. Responsibilities JOB SUMMARY: The primary purpose of this position is to prepare and apply coating materials such as paints, varnishes, and rust proofing compounds on stationary and mobile equipment and on combat, tactical, and commercial vehicles. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Prepares surfaces (i.e., metal, wood and glass) by removing rust, paint, and loose particles. Prepares coating materials using guidelines set by the manufacturer, by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives) needed for the different coatings to work properly and achieve the necessary surface appearance. Applies coatings using acceptable methods of the trade to include special finishing techniques to achieve desired results. Monitors and adjusts air pressures in paint booth, controls heat settings and drying times in drying booth to achieve proper surface adhesion of coatings. Applies Chemical Agent Reactive Coating (CARC) materials in accordance with specifications and dimensions. WORKING CONDITIONS: Work is performed inside and outside, where dirt, spray, and fumes are usually present. May be required to prepare and coat surfaces outside in bad weather. Required to wear protective equipment and clothing that are sometimes heavy and uncomfortable. Frequently exposed to the possibility of cuts and bruises and occasionally exposed to the possibility of broken bones. PHYSICAL EFFORT: Work is performed from ladders, scaffolds, and platforms and in cramped and hard-to reach places. Work requires standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions. There is frequent lifting, carrying, and setting up of materials and equipment that weigh up 10 pounds. Occasionally, materials and equipment may weigh 40 pounds and over. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience or training which demonstrates the candidates knowledge of surface preparation (removal of rust, dirt, paint, etc); coating methods (brushing, rolling, and spraying); and coating materials (paints, varnishes, shellacs, etc). Must have the ability to use tools and equipment associated with the painting trade and to read and interpret directions. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 6, 12 or 18 months of specialized experience in the following: WG-05 REQUIRES 6 MONTHS: Experience or training which demonstrates the ability to use common painting tools and equipment, to follow oral and written instructions, and to learn to repair wood, glass metal surfaces. WG-07 REQUIRES 12 MONTHS: Experience or training which demonstrates the candidates knowledge of standard surface preparation and coating methods and techniques. Experience must demonstrate the skill to sand, wire brush, scrape, spackle, putty, prep surfaces and select appropriate tools to complete assigned tasks. Experience must also demonstrate the skill to brush on, roll on, and spray coating materials, and apply other related methods and techniques, such as cutting-in techniques and dip and overflow methods. Experience which required the applicant to interpret and follow technical orders, specifications and publications. WG-09 REQUIRES 18 MONTHS: Experience or training demonstrating knowledge of any surface preparation and coating methods and techniques. Experience demonstrating the skill in building up, shaping, and leveling surfaces with metal and synthetic resins, plastics, and patching compounds; obtain finely smoothed surfaces with abrasive compounds, pumice, and rottenstone; even out dents and scars by burning-in processes; and treat surfaces with pre-coating agents. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of any accepted surface preparation and coating methods and techniques to apply coatings to stationary and mobile equipment, and to combat, tactical, and commercial vehicles. Skill in preparing the surface for paint by using compounds and abrasive to even out dents and scars. Skill to remove rust, paint, and loose particles from surfaces so that coating materials will adhere properly. Ability to prepare coating materials by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives). Knowledge of tools when mixing and testing paint for viscosity and thickness. Knowledge of coating materials so that surfaces are free from skips, runs, and drips, orange peels, fisheyes, and brush strokes. Skill to sand, wire brush, scrape, spackle, and putty surfaces; to brush on, roll on, and spray coating materials; and to apply other related methods and techniques. Ability to read and apply directions that relate to the mixture, use, and application of various kinds of coating materials, solvents, etc. Ability to read paint schemes, and manufacturers specific instructions and guidelines. Skill in using tools and equipment such as scrapers, wire brushes, putty knives, sandpaper, paintbrushes, rollers, and spray guns. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training MILITARY GRADE (Prior to Application): Enlisted: E-1 through E-7 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
