Position Responsibilities:
The OPM will represent Production Operations as the primary responsible individual for achievement of cost and schedule commitments to the Program Office and external customer. The OPM will be the primary interface from Operations to the Program Management Office (PMO) and other functions (Engineering, Supply Chain, Quality, Finance), coordinating the action plans and needs of production operations. The OPM will work with other OPM’s to resolve priority conflicts on the shop floor in support of all program objectives. The OPM will serve as the Earned Value Management Control Account Manager (CAM) responsible for establishing and maintaining labor baselines and assessing Risks & Opportunities. The OPM will develop and execute manufacturing program plans and schedules to ensure successful execution of production with correct staffing levels. The OPM will lead the manufacturing support team through problem resolution efforts by understanding program goals, tradeoffs and schedules. As part of this role, the OPM will coordinate make / buy policy implementation and coordinate the determination of capital expenditures required to meet program objectives for assigned programs. The OPM will also support proposal preparation for both new business and changes in scope to existing programs. The OPM will also participate in Capacity Planning for the site by providing details on future forecasted work to the Plant’s Master Scheduling Team and by collaborating with Master Scheduling to maintain manufacturing & test schedules for active projects. The OPM will be a primary contributor to the development of process improvements aimed at improving cost and schedule performance by leading and engaging cross functional teams to identify and capitalize on areas of opportunity.
The OPM will have responsibility for L3Harris Maritime Power and Energy Solutions (MPES) Philadelphia site programs that include production of complex electronic and power conversion equipment used in U.S. Navy sea vessel application. The OPM responsibility will include multiple programs totaling ~$40M in annual sales and report directly to the Site Operations Lead / Sr Mgr of Operations.
Essential Functions:
Has authority and accountability for technical scope, schedule, and cost pertaining to required operations activities on an assigned program
Primary point of contact for the technical, cost, risk/opportunity, and schedule performance of the actions on the assigned program
Engages with other Integrated Project Team (IPT) Leads, Functional Managers, and leadership to promote successful action planning and execution
Frequent collaboration with multiple functions (e.g., Design Engineering, Contracts, manufacturing, etc.) and the program office
Support overall Program by contributing schedule inputs and changes into the Integrated Master Schedule (IMS), maintaining timely and effective change management processes and procedures
Monitor RAIL (Rolling Action Item List) performance and ensuring that issues are addressed immediately and corrective actions and recovery plans are implemented expeditiously
Plan and coordinate activities to support verification and validation of new processes and product improvements
Support multidisciplinary program reviews and presentations throughout the different phases of development, certification, and production readiness with internal and external stakeholders

Support the organization in the development and implementation of operating philosophies and business strategies
Develop, implement and sustain success metrics, incorporating best practices, and effectively communicating improvements
Effectively manage behavior, performance, and key deliverables across a matrix organization
Qualifications:
Bachelor’s Degree in Operations Management, Engineering, Supply Chain, or related field
Minimum of 3 years of experience in leading a multi-functional, technically oriented, Integrated Product Team in an operations environment
Significant working experience with execution of earned value management (EVM); Experience in creating and managing budgets for both operational and capital expenses
Experienced with all phases of manufacturing and program management (development, planning, conceptual design, requirements definition, preliminary design, prototyping, test and evaluation, integration, entry to production, etc.)
Extensive experience in manufacturing; preferably experience in Shop Operations. Operations Planning, Quality Assurance, Manufacturing/Industrial Engineering, Continuous Improvement also desirable.
Strong operations and engineering analytical and technical writing skills with the ability to effectively communicate, present data, and explain results to leadership, subordinates & peers
Proven ability to multi-task and prioritize assignments
Demonstrated experience in project management, including establishment of detailed, resource-loaded, logic-driven (successor/predeccesor) schedules
Demonstrated knowledge in the assembly and test of electronic components or systems
Demonstrated knowledge of computer based project management tools associated with resource planning, scheduling and cost monitoring
Demonstrated experience preparing and presenting business status, presentations, and business cases to executive leaders and external customer
Excellent verbal and written communication skills
Strategic thinking and problem-solving skills
Demonstrated experience to identify process constraints, develop improvement plans, and process to improve
Advanced knowledge and use of MS Office products, including Project, Excel, Word and PowerPoint
Skilled in the deployment and use of Lean and 6 Sigma manufacturing tools/methods.
Ability to manage, coach, train and motivate teams in an technical environment
Excellent interpersonal and coaching skills for collaborating with all levels of the organization
Ability to obtain and maintain a secret security clearance
U.S. Citizenship required.
Desirable Experience/Education Qualifications/Comments:
MS Engineering Management / Industrial Engineering or MBA
