Job Description:
With high-level goals provided, leads teams to gather, compile and analyze transportation demographic, economic, land use and/or environmental data including traffic counters, flow data, etc. to create moderate to highly complexity modeling for existing and proposed transportation systems (roads; bridges; highways; tunnels; tolls; transit; rail; freight; aviation; bike/ped.; etc.). Reviews existing models and recommends improvements/changes as necessary. With high-level goals provided, leads teams to prepare moderate to high complexity studies of existing or proposed transportation system including: new systems; upgrades or updates to existing systems; re-routing of systems; reviews of existing systems; etc. Creates transportation surveys, exhibits, and other meeting materials as necessary, to identify areas of public concern and facilitate public and stakeholder input. Responsible for ensuring that transportation plans are in compliance with applicable local, state and federal laws. Designs strategies to achieve approval or permitting for transportation projects. Completes permitting forms. Leads planners, engineers, designers, etc. to research, analyze or resolve complex transportation design conceptual/schematic issues. Collaborates with sales staff to create proposals in response to current and potential client requests for proposal (RFPs). Reviews draft proposals for adherence to firm, industry, state, local and federal regulations and best practices. Meets with current and potential future clients to review their current and future design needs. Provides technical guidance and training to more junior staff. Performs QA/QC of junior to mid-level staff work product. Mentors more junior staff and develops them for future growth within the discipline and firm. Performs other duties as required. Contributes to firms TKM by developing white papers and technical design documentation of new or special case designs, studies, etc. Submits technical papers and designs for publishing to technical journals.

Minimum Qualifications:
Bachelors degree in Civil Engineering, Urban, Community or Regional Planning or related discipline. AICP, PTP, PE, CEP or approved certification in a related field. Or Masters degree in Civil Engineering, Urban, Community or Regional Planning or related discipline. 12 years of related experience with a Bachelors degree or 11 years of experience with a Masters degree. Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands. Equivalent additional directly related experience will be considered in lieu of a degree.

Skills and Abilities:
Expert knowledge of principles and methods for moving people or goods by all transportation modes, and understanding of current transportation trends/issues, including the relative costs and benefits. Expert knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process. Expert knowledge of the practical application of regional and community planning. This includes applying principles, techniques, procedures, models, and equipment to study and/or design of movement of people, goods and services. Excellent written and oral communication skills.
Background Check and Drug Testing Information:
CDM Smith Inc. and its divisions and subsidiaries (hereafter collectively referred to as “CDM Smith”) reserves the right to require background checks including criminal, employment, education, licensure, etc. as well as credit and motor vehicle when applicable for certain positions. Additional Compensation:
All bonuses at CDM Smith are discretionary and may or may not apply to this position.
