Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Promotional: You must have a New York State Land Surveyor’s License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Land Surveyor. Open Competitive: You must have a New York State Land Surveyor’s License and current registration. Note: Appointees will be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Practice Land Surveying in support and advancement of Land Surveying or Right of Way (ROW) mapping activities at NYSDOT. Duties may include, but are not limited to:• The incumbent will supervise the Regional Survey Unit and/or the Regional Right of Way Mapping Unit.• The incumbent will be responsible for organizing, supervising and directing the regional land surveying program; mapping activities and other right-of-way work; develop priorities and work schedules; managing and directing the regional photogrammetry program; review and manage work performed by consultants; provide advice and technical assistance in determining right-of-way boundaries and property lines; and directing the preparation and certifying to the accuracy of various types of right-of-way maps.• The incumbent will assist with various reports relating to (but not limited) projects progress involving Surveying and/or ROW Mapping activities.• The incumbent will assist the Attorney General’s office in case preparation and may testify as an expert witness.• Occasional regionwide travel will be required.• Assist with the development and coordinating training programs for Regional Survey and ROW Mapping and Groups.• Assist with the development and documenting Land Surveying and ROW Mapping standards and procedures.• Assist with the development specifications for the procurement of surveying hardware and software.• The incumbent may assist the Region’s term agreement for Surveying Services (TASS) contracting process.• The incumbent will be required to supervise technical staff in fulfilling these duties.Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
