Summary About the Position: Serves as project manager responsible for overall planning,execution, control and closure of high-dollar value, national priority, environmentally sensitive and/or urgent civil works projects associated with flood risk management, navigation,hydropower, environmental, recreation, disaster response and recovery, work for others, water supply, special projects and other civil works related activities. Responsibilities Manages all aspects of project initiation and planning in accordance with the USACE Project Delivery Business Process. Oversees the development of agreements with the sponsor/stakeholder, and leads negotiations of agreements on behalf of the Corps of Engineers. Manages all aspects of project execution and control in accordance with the USACE Project Delivery Business Process. Manages project execution through all phases to construct, repair and/or rehabilitate civil works infrastructure, facilities and/or to provide deliverables such as studies, reports, assessments, or other solutions. Ensures effective analysis, implementation and documentation of all changes. Approves changes within authority and recommends actions on changes outside of authority to the District and/or higher-level change control board. Keeps District and/or Regional leadership informed about projects through routine updates, project review boards, and other briefings. Manages all aspects of program planning to include developing program management plans, supporting budget development, providing project guidance, selecting project management teams, and developing other planning documents. Fosters positive working relationships internally while serving as the Districts primary point-of-contact for assigned projects. Assists in the development of other project management professionals through mentoring, training, and review of work products. GS-13: Specialized experience: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: Serve as a technical lead or project manager for one or more civil works, inter-agency, intergovernmental, or military construction projects. Assist in the planning and oversight of cost and schedule execution of the planning, design, and/or construction of project in coordination with other functional elements. Monitor project performance and report on the status of project against established milestones and objectives to assure the attainment of goals and objectives. Lead the development and implementation of Project Management Plans (PMP).
